No, like this, for example:
[option]"There needs to be more issues," says @@RANDOMNAME@@.
"Results" should be replaced with [effect], like this:
[effect]a huge backload of issues come up 24/7
Those are just examples to help and show you what proper uses of tags you need. For stats, use [stats].

Does [stats] refer to the nation's stats (e.g. 23 in Economy, 76 in Civil Rights, etc.)?

Is that the correct usage of the [stat] tag? If so, do the effects make sense?
Yes, the stat tag is correct. As for your actual effects, I recommend using "decreases," "increases," stuff like that. Also, under your nation's analysis page, you'll find all your statistics. Also, to help cope with your noobiness, Sirocco wrote this brilliant guide on how to write issues. I hope that guide answers any more questions you might ask about the format of drafting issues.

Thank you. sorry for the repeated questions.

Other than that... Hmmm. I like the options so far. Just thinking - perhaps to keep it more in line with RL stuff the capitalist viewpoint could be claiming that the removal of certain employment laws would lead to greater competitiveness within the workforce... that sort of thing. The issue isn't so much about market controls after all, it's more about employees not benefiting from the economy.
Perhaps stick in another option - something like
[option] "Well, I don't think either of those options is going to work" chirps up noted economist @@RANDOMNAME@@ "thing is, we don't want the economic stagnation that comes with communism, but we also don't want the poverty and desperation that comes with capitalism. Maybe we should try for the best of both systems? Institute a minimum wage act, and maybe some rent controls. We can raise taxes a bit on businesses to pay for it - I'm sure that big business will see reason and start paying their fair share"
[effect] Large companies are exploiting every loophole imaginable to avoid the new "social responsibility act" whilst smaller businesses collapse overnight

You also might want to touch on Authoritarianism, Compassion, Corruption, Employment, Law Enforcement, Pro-Market, Safety from Crime, and Unexpected Death Rate for your options.

It should be like this (for example: [option]"We need to do something!" yells a protestor outside your office. An issue won't be accepted for using the wrong format.
Rethink your effect line for option 4. It's too long and boring. They are usually short and snappy that sums up after what happens after you pick that option.
