It's just not terribly productive to worry about them. With that in mind, I encourage you to focus your energy and criticisms on the text of the issue instead.
As for whether or not you should submit it, that's up to you. It's still going to be sitting in the same 1300+ issue backlog either way. Personally, I'd leave it to try and get more feedback.
