I don't think this is necessary. I'm in top 1% lowest unemployment and have no private business and generally don't take "pro-business" stances on issues.
Tbh the unemployment rates seem a bit of a mystory to me. I have one other country where I have a lot of state-owned industry but also a big black market, and this has a higher unemployment rate. I suspect if your economy is doing very bad or you have a big black market, it may give a big unemployment rate.
Other than that, my guesses would be spending on education, healthcare, public services (employing teachers, doctors, etc.) could increase employment, and unemployment benefits probably hurt employment in the game.

I have always tried boosting employment by being extra pro business, but sometimes, I think the results of the issues do not really make sense, like when I quashed labour strikes, the income for the rich plummeted 9%, and when I employed the poor in subterranean wage slavery, unemployment went up... So its anyone's guess on how to raise employment.

I had an issue with the AI that is running the stock market, he said, "Hey! Capitalism is the way to go!" And I was like, well I don't want to lose my scientific advancement, why not?!
Went from top .5% for Employment to 100%.

I'm pretty sure if you switch to Socialism it will make employment better. I did it once and my employment skyrocketed. Then I came back to Capitalism and it crashed. It has nothing to do with economy since I have a Powerhouse economy and yet employment is still bad. In fact, I seems kind of random to me.
