Whats wrong with two people using the same computer to access nationstates. suppose they are relatives and there is only one computer in the household. They get banned for having the same IP?

That's one of the risks using the same computer, but I think they try to prevent that kind of thing from happening with other ways

No, as long as you both stay out of the WA (Or only one of you in at the time) You are perfectly fine to play it that way :)

EDIT: There could be the issue of if you did something wrong and were punished for it, it would follow them. You share the same moderation history

There isn't anything wrong with it, just that only one can be in the WA. They have to have only 1 WA per IP to prevent people from making 5000 puppet accounts in the WA.

Remember that the Mods have no way to see that these are two different people with a nation each, rather than just one person using two nations...

The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

Yeah, i understand. It was the second one, but It's still not much of a "innocent until proven guilty" outlook.

Also, two questions: under the names of people on this forum there are titles. mine, for example, is Secretary. what does that mean? and how do you think my nation is doing?

It depends on how many posts you've made.

I'm about to move up to "Minister" when I hit 2,000 posts.

Nanatsu no Tsuki is the post leader with over 135k posts.

That's normal. Until you answer enough issues that directly reverse that (For example, lots of medical funding to reduce cancer), it will stay that way. I've been waiting a few months for the issue that allows me to make the military compulsory.

Ok. and what are the other benefits of Compulsory Military Service. I started off with it, but what else does it affect?

Besides making a larger portion of your budget Defense? Nothing really. I just want the banner, to be honest.
