You're probably not forcing someone to be naked, (if that were the case you'd see that number be much larger) you just don't have laws against nudity.

Nope, You can have a high civil rights state with low crime. You simply have to have a really high social policy budget and always fund rehab programs when those issues come up. A police force also helps, but it isn't the percentage of your budget, but the amount.

Not social policy, but education is most important in fighting crime. Once I accidentally scrapped that sector, murder rates went from 0 % to probably the highest in the region...
