Communism is the equality of all lead by a people's party that selects the best possible candidate. And Empire is lead by a sole monarchy with absolute power over all of his subjects and the existence of a royal family that retains a lot of the wealth. The two could never be retained in the same nation unless the nation was a confederation of states the were either Empires or Communist which would not work as you clearly stated that Communism is the only government allowed in your region.

As a Socialist I just wanted to let you know that the two don't add up. The Name is okay but be prepared to explain why you picked it to others.
