Can I get this coat of arms placed on a dark red field?

I need a flag for a nation called "The Cape of Prosperity" (Cabo da Prosperidade), a Brazillian tropical nation which is reigned over by a Prince as monarch, but is constitutionally democratic. For colours I'm thinking Green, Yellow, Blue as seen on the Brazillian flag, for symbols I'd preferably like something unique, not a Tricolour, that incorporates an Iberian Cross and stars.

I'm afraid this doesn't look too good because I messed up the resolutions when resizing elements. It's passable though as long as you don't zoom in.

I was wondering if you could make me a flag, granted my computer isn't great with images but it usually gets j.pegs.

I would like something Navy blue on both the top and bottom, with a Sky blue bar in between and two thin Scarlet stripes in between the light and dark blues Then preferably a peregrine falcon in the middle with fifty six point stars going around the falcon in a circle if possible. If not then could the Falcon be holding arrows in one foot and a dogwood branch, in full bloom, in the other? Both would be fantastic, but if you can only do one I get it.

I have three flag requests. The first two are fairly simple but the last one is somewhat complex. Firstly, I want someone to replace the stars on the American flag with this coat of arms http://i957.photobucket.com/albums/ae60 ... cda3ba.jpg I want a version of the flag with just the coat of arms and also one with all the other stuff around it. As far as the background color....I don't know if the American blue would work too well considering that part of the coat of arms is blue...if it doesn't end up looking good perhaps substituting in a light yellow or very light sandy type color in the background would work better.
