Hey guys I'd like two variations of a flag - they're basically the same and the design is very simple

Both flags are white with an imperial purple border.

On the first, this seal should be in the centre:

On the second, this seal should be in the centre:

The proportions should be similar to the nsa flag

That shouldn't be the case... All the flags I upload are .pngs. But if you really want a .jpeg:
*right-click on image
*Save image as...
*All files
*add ".jpeg" to file name
*Save
