Is Empire still strategically active? I'm under the impression that Biyah has largely if not entirely departed the game, and I can't imagine Empire actually being strategically active without him. No offense to the rest of you, of course, but he seemed to be the driving force behind Empire the entire time I've been playing NationStates.
I don't know why I'm even asking this because you're just going to respond with something vague and cryptic.
