Once votes have been counted the winner will be officialy appointed to the WA by the founder of the region.

Leader of the WA:

Once all delegates have been appointed, the members of the WA elect a delegate to be leader of the chamber, using the same method as above. If unopposed you automaticly get the job. The leader is in charge of putting proposals to the chamber, for all delegates to vote on first. Once the proposals have past the delegates it will be voted on by the members. If it does not pass the members it is up to the leader to change parts of the proposal to meet the members demands. If it does not pass the delegates it will never be made into a real law. The leader elections take place 3 days after the WA elections to allow campaigning time.

Minimal changes:

Changing the name of members who are not delegates to Free Delegates.

Only WA Delegates get to vote on proposals in the Security council.

Approvals: 0

Status: Lacking Support (requires 73 more approvals)

Voting Ends: in 3 days 9 hours


Oh, and this one. This probably violates something, makes far too many changes to the way game mechanics work.

Emigration Rights

A resolution to improve worldwide human and civil rights.


Category: Human Rights

Strength: Strong

Proposed by: Sri Lankin

Description: OBSERVING that in the countries of the World Assembly, people choose to emigrate from one country to another for many reasons such as:
- Pursuit of ambition, opportunity or refuge or;
- Escape from war, persecution or injustice.

WHEREAS Emigration is defined as an act of a person or more leaving one country in order to settle in another, The World Assembly wishes to promote the right of emigration for such reasons.

The World Assembly therefore,

1. AFFIRMS the right of any person of a member state to emigrate from their current country of residence regardless of their status (such as disability, gender, sexuality, ethnicity or belief) unless the conditions in Section 2 are true.

2. PERMITS member states to waive Section 1 only if any of the following conditions are true:
a) The person is either under penal servitude or undergoing (civil or criminal) legal proceedings;
b) The person holds certain convictions directly linking to sexual offenses;
c) The person is below the age of maturity (as defined in their country of residence) and lacks the consent of their legal parents or guardians;
d) The person is either militarily interned during conflict or legally mandated to remain in the current country of residence following a judicial ruling or;
e) The person is suspected of espionage or intention to carry out terrorist acts by emigrating.

3. ENCOURAGES member states to:
a) Help refugees who are fleeing from hostile situations such as: natural disasters, war, persecution or oppressive/unethical governments with respect being given to Section 1 of this resolution.
b) Help such refugees under these situations to travel safely and swiftly to countries that are more tolerant to them, and;
c) Take action or enact appropriate measures to prevent refugees from becoming stateless.

4. EMPHASIZES that this resolution shall have no effect on legislation of member states concerning on immigration.

The anthem of WA

Description: to make the anthem, propose this points:

1) The anthem will discuss the ideals of WA which are freedom, cooperation, peace, prosperity and brotherhood among peoples.

2) This anthem will serve as the beginning of new era of happiness and fraternity among the countries that are part of the WA.

3) All nations can take part of this important expression of the art and politicy, this anthem will be the first anthem of the history that was compose in an ainternational cooperation.

4) The new anthem will be a important part of organisation an will be played before each meeting of the Assembly or official acts of the same.

5) The anthem must represent all nations, and not exclude any.

In this terms we create the most beatiful and memorial anthem to have exited.

Nuclear Weapons Conduct Act

A resolution to improve world security by boosting police and military budgets.

Description: Article 1 § : General
It is the right of all World Assembly Nations to construct, test, legally trade, invest in, and disarm nuclear weapons. However, WA Nuclear nations must conduct themselves in an appropriate manner.

Article 2 §: Testing
All WA nations have the right to test nuclear weapons within their national land, waters, and airspace. Nuclear nations may also test nuclear weapons on foreign territory with the permission of the foreign territories government.
Nations are forbidden from
(1) testing Nuclear Weapons in International land,waters, or airspace.
(2) testing Nuclear Weapons on foreign territory without direct foreign permission.
(3) testing Nuclear Weapons that are in a 400 mile radius of civilian population
(4) using live test subjects of any form.

Article 3 §: Safety
Those who conduct, manufacture, test or have any sort of involvement must be safe. As such, nuclear nations must develop nuclear safety procedures to conduct nuclear experiments. As such, this resolution affirmatively declares the establishment of the Nuclear Safety and Security Committee. The duties of the committee are-
(1) Enforce safety and security when conducting with Nuclear Weapons
(2) Set International Standers of safety
(3) Promote Public Nuclear Safety awareness to the public.
Urges all nations to legislate national guidelines to Nuclear Creation.

Article 4 §: National Safety
The Knowledge of Nuclear codes, launches, activities and other nuclear related information shall be inherited to the governing body or president of the nation. The governing body or president must insure that their/his/her nation is safe and secure from nuclear hazards.

Article 5 §: Trading
The Trading of Nuclear Weapons and/or supplies must be done strictly between the governments with no third party influence. The shipments must be of top importance to all parties involved.

Article 6 § : Wartime
In the case of war, nations are prohibited from using nuclear weapons unless the nation is attacked by one first.

Article 7 §: Public Knowledge
Any nation wanting to participate in nuclear advancements must make it public to its people.

Article 8 §: Rights
(1) All nations have the right to stop or suspend their nuclear programs without International Influence.
(2) All nations have the right to abstain from the development of nuclear weapons.

Description: This Constitution declare:
That since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed; That ignorance of each other’s ways and lives has been a common cause of that suspicion and mistrust between the peoples of through which their differences have all too often broken into war; by the propagation ignorance and prejudice, of the doctrine of the inequality of men and races; That the wide diffusion of culture, and the education of humanity for justice and liberty and peace are indispensable to the dignity of man and constitute a sacred duty which all the nations must fulfil in a spirit of mutual assistance and concern; that a peace based exclusively upon the political and economic arrangements of governments would not be a peace which could secure the unanimous, lasting and sincere support of the peoples of the world, and that the peace must therefore be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind. Purposes and functions:
1. The IOESC is to contribute to peace and security by collaboration among the nations through education, science and culture in order to further universal respect for justice, for the rule of law and for the human rights and fundamental freedoms without any distinction.

To realize this purpose the IOESC will: Collaborate in the work of advancing the mutual knowledge and understanding of peoples, through all means of mass communication and free flow of ideas by word and image; impulse to popular education and to the spread of culture: By collaborating with Members, at their request, in the development of educational activities; By instituting collaboration among the nations to advance the ideal of equality of educational opportunity without distinctions; By suggesting educational methods best suited to prepare the children of the world for the responsibilities of freedom; Maintain, increase and diffuse knowledge: By assuring the conservation and protection of the world’s inheritance of books, works of art and monuments of history and science, and recommending to the nations concerned the necessary international conventions; By encouraging cooperation among the nations in all branches of intellectual activity, including the international exchange of persons active in the fields of education, science and culture; By initiating methods of international cooperation calculated to give the people of all countries access to the printed and published materials produced by any of them.
3. With a view to preserving the independence, integrity and fruitful diversity of the cultures and educational systems of the states, the IOESC is prohibited from intervening in a domestic jurisdiction.

Poor Working Class Persons Act

A resolution to reduce income inequality and increase basic welfare.

Description: Acknowledging that poor, needy and working class citizens have the right to be treated as citizens of WA nations.

Further Acknowledging that poor, needy and working class citizens contribute greatly to labor and infrastructure of a nation.

Concerned that many poor and working class citizens are discriminated against and face unjust laws because of their individual status.

Further Concerned that many poor and working class citizens are treated with different justice systems, economic restrictions and other unlawful restrictions posed by governments and private businesses.

Dismayed that many member nations pose high taxation rates to their poor and working class citizens.

The World Assembly hereby,

Defines Working class citizens as those who earns 35% less then the average citizen or person(s) who struggle to maintain financial balance. Poor is defined as a citizen who earns 75%(or greater) less then the average citizen or person(s) who are unable to maintain food, water or shelter on a regular basis.

Requires member nations to provide at the minimum-
I. Provide free and equal employment opportunities for all working class or poor citizens.
II. Provide fair and equal laws for all citizens regardless of social groups.
III. To build public shelters for poor or homeless persons.
IV. To provide free food and water for poor persons.
V. To promote understanding of the poor and working class and to promote equality in the community.
VI. Increase their Welfare budget by 5%

All Working Class or poor citizens have the right to
I. right to healthcare and police services.
II. Access to legally abstained private property.
III. Receive a primary education
IV. Access food, water and shelter.

Urges all member nations to expand their government budget into welfare and promote policies which help poor and working class citizens.

Forbids Nations from-
I. Creating laws that condemn the poor or working class
II. Passing laws that push for unfair special laws for working class or poor citizens.
III. Imposing taxation higher then 20%(of income) on the poor.

Forbids corporations from-
I. Discriminating based on ones social class.
II. segregating work environments based on social class.

Nations are encouraged to promote public knowledge and endorsement of poor and working class citizens.

Assuring that all nations shall have the right to enforce laws in poverty majority areas.


Y'know, I must have missed those little hidden codicils in each and every "rights" resolution whch, according to this it seems, excluded the poor and working class.

The million dollar loan is the allow the poor nations to have an army.

The reason why I am proposing this resolution so that people can have a more secure place to live.

Description: It is now clear that corruption has played a major part in undermining the world’s social, economic and environmental development. Resources have been diverted to improper use and the quality of services and materials used for development seriously compromised.

The long-term sustainability of business depends on free and fair competition. Corrupt practices also accompany and facilitate drug dealing and organised crime. Money laundering and illicit international money transfers are used as support mechanisms for international terrorism. Global businesses have to be constantly vigilant to avoid being associated with these major international challenges.

Lets work together to help secure our nations for the future of humanity by creating a global task force.

Minors Healthcare Act

A resolution to modify universal standards of healthcare.

Area of Effect: Healthcare

Description: Article 1 §: Acknowledging that children shall be the driving force of the future and their nutrition and wellbeing shall be a top priority for all member nations.

Article 2 §: Noting that children must develop healthy lifestyles for their growth and development into adulthood.

Article 3 §: Understanding that many nations may not have the economic power to enforce the wellbeing of children

Article 4 §: Deeply Concerned that member nations may be complacent or complicit on this issue.

Section 1- Concerning Schools.

Article 5 §: Schools are one of the most important places for children and thus shall be required to adopt healthy and nutritional sound practices for children.

Article 6 §: Schools shall be required to monitor the health and wellbeing of all its students. Schools shall be required to offer vaccinations and medications to children in need of them.

Article 7 §: Schools are forbidden from denying students lifesaving drugs and medications that they may need at anytime.

Article 8 §: Schools shall go through regular government checks and procedures to ensure that schools abide by international standers

Section 5- Rights of Minors and Parents

1. All minors have the right to a free healthcare as stated in Article 15
2. All minors have the right to nutritional foods and regular access to water.
3. All minors have the right to a healthy environment at home.
4. Parental guardians have the right to provide children with foods from home in a school environment.

Section 6- Recommendations
Nations are urged to create national standards of health as-well as national health organizations for minor health.

This is just all over the place. I also don't seem to recall any of the extant resolutions covering health issues excluding minors.

Description: The representatives of Hauptskalreich feel that an armed peace is much better than a weaponless one. Such serenity of a disarmed peace only encompasses nations within the jurisdiction of the World Assembly. Therefore, these are three clauses backing my proposal.

I : Rogue Nations

Nations living outside the rulings of the World Assembly can obtain weapons of mass destruction without abiding to international restrictions. This gives them the ability to utilize said weapons without adhering to international restrictions. As a way of preventing said catastrophic events, it is only logical that we protect ourselves with the same arms. A nuclear standoff's effects do not outweigh a crater where a capital city used to be.

II : Economic Benefits

Removing WMD sanctions guarantees numerous economic benefits such as:

A) Reinvigorated industry for economically stagnant nations (From infrastructure used to compete with neighbors)

B) The buying and selling of nuclear weapons between nations can generate upscale revenue

C) Trade partners are better when they still exist

III : War Deterrency

In a situation where multiple nations are preparing to become belligerent, the aversion of thousands of lost lives can be achieved through nuclear deterrent. Belligerents will be discouraged when the threat of weapons of mass destruction is poised against them. A tense, unsteady peace is far better than a long, bloody conflict.

At the very least, branding. Probably contradicts the crap out of NAPA as well, but I couldn't e bothered to cross reference for something this laughable.

Description: The United Territories of Texas call for a full repeal of the Minimum Standard of Living Act upon its inevitable adoption.

Reasonings:

1) While the theory of reducing income inequality is noble, taking money from richer citizens, who may or may not be business owners, is unfair, being as the majority of richer citizens have earned their money through large amounts of hard work.

2) An increasing amount of citizens are using their hard-earned money to create businesses. Redistributing wealth through increased taxation of richer citizens, who tend to be a large portion of the business-creating class, takes away the funds necessary to maintain a profitable business.

3) When funds are taken away from privately-owned businesses (including, but not limited to, restaurants, stores, independent agencies, etc.), many businesses are forced to close their doors permanently due to a lack of personal income. Even if a loan has been obtained, the business must be profitable enough to pay back the owner's invested capital as well as the owner's debt if investors or loans are concerned. Finally, the business must be profitable enough to cover the overhead cost and the cost of paying any employees.

4) If a business loses money through any means, the owner is hard-pressed to find the funds needed to cover the costs listed in point three, especially concerning the payment of employees. When a business is forced to close its doors, all of its employees lose their jobs. Depending on the state of the economy, they may not be able to find jobs. This could, on the surface, mean a lower income for those employees.

Conclusion: redistributing wealth through taxation in the long-term costs jobs for employees, sends more business owners into debt, and discriminates against the portion of society that happens to earn more money than others.

The reasonings above lead The United Territories of Texas to move for an immediate repeal of the Minimum Standard of Living Act upon its inevitable adoption world-wide.
