Creation of a WA Chancellor

A resolution to improve world security by boosting police and military budgets.

Description: Description: [sic] Every great organization needs an authority figure. The United States has a president, the United Nations has a secretary general, the Roman Empire before the ceasars had consuls, and thus I propose the creation of a leader of the NationStates World Assembly called the Supreme Chancellor.

Argument: ACKNOWLEDGING that an organization needs leadership;

UNDERSTANDING that the moderators of NS would be able to override the Chancellors decisions if needed;

REMINDING that for the World Assembly to adequately meet the needs of members a chancellor is needed;

FURTHER REMINDING that the position would be voted on every three months with a simple majority installing the chancellor to his/her term;

FURTHER REMINDING that a unanimous decision by the Security Council can remove a chancellor from officer early if deemed necessary;

RECOGNIZING that such a change to Nationstates will take time and discussion;

REALIZING that despite the time requirements to implement such a change, the change is worth the ordeal;

HOPING that the nations of the world and the website moderators will see the value in this proposal;

HEREBY let us create the position of chancellor of the world assembly

A nation called Palpatine arguing an organization needs strong centralised leadership. What could possibly go wrong?

Well, aside from not knowing what the word "remind" means, it ticks just about every major illegality: trying to change the game through WA proposals, category violation, RL references. The WA doesn't have a Security Council nor for the proposed voting on candidates. The cherry on top: the proposal never says what the Chancellor actually does.

If it's illegal at all, it's probably a category thing - Bioethics rather than Healthcare? - but given Health is a new category it seems a tad harsh to dump it here when none of us really know how those areas of effect break down.

1. "Voting age" - the age at which the right to vote is gained as determined by each member state's law,
2. "Voter" - any citizen with the right to vote,
3. "Free" - there shall be no threat to any voter by any contestant,
4. "Fair" - there shall be no incentive to any voter by any contestant,
5. "Elections" - a contest in which two or more contestants compete over the leadership of a member state and in which the winner is determined by the number of votes received by each contestant, as determined by each member state's law,

MANDATES that:

On the plus side, it doesn't state elections for what, as it assumes every nation will conclude they MUST have a presidential election to mirror the US. Description: WA General Assembly Resolution #267: Sensible Limits on Hunting (Category: Moral Decency; Strength: Mild) shall be struck out and rendered null and void.

Argument: Argument: The World Assembly,

Acknowledging the effort of General Assembly Resolution #267 "Sensible Limits on Hunting" to create a level of regulatory restraints for humane hunting practices.

Concerned #267 "Requires all member nations to regulate hunting within their borders, according to relevant expert advice, so as to keep the animal stocks involved at sustainable and environmentally suitable levels ", but does not state where that "expert" opinion should come from. Obviously, the expert that is paid by the "National Hunting Association" or the "Fisherman's Union" may pose a biased opinion on whether or not the stock levels are renewable and viable to support the current level of hunting.

Further concerned that #267 clause 3 urges nations to set their own quotas. Certain species of fowl, whale, and fish migrate great distances and while one nation is allowed to set a quota to hunt on their nations land, this could affect the ecosystem of another nation.

Hereby repeals "GENERAL ASSEMBLY RESOLUTION # 267 Sensible Limits on Hunting".

Approvals: 1 (Austrombolia)

The "National Hunting Association" does not exist in the resolution, nor in NS.
