Rationale: What this resolution says in six paragraphs, we can summarise in sixteen words: Leap Day is unusual; it only happens once every four years; and we should cherish it. While February 29th is not a landmark event in NationStates history as such, it as a date is rare enough - and Piura, the author, suggests that we celebrate it with the reciprocal level of fun - that we believe it is worthy of commemoration via a Declaration.

There has been some controversy surrounding the use of AI text generators in writing the proposal. However, we accept that Piura is not the most vocal or outspoken player and their nation is heavily themed on a Peruvian region.
