I think that for some, the problem with this commendation was getting their head around the various entities that Yelda has taken on and getting them all straight. Commendations are harder for the average WA member state to get their head around, when they can't go commendation equals stuff that that nation/region has done or stands for. That or they just hate poetry. Lot of poetry haters out there.
