I don't think it's against the rules, rather I think it was a suggestion because simply typing "support" or "opposed" doesn't help the authors is

Will the new Digital Network Defense have any impact on the digital currency used in Kenzoland or in any nation? Since a big part of the economy is runned through the Information Industry a flaw in the system would have a gigantic impact for Kenzolandian economy. The Kenzolandian minister of economy is mostly afraid that the system may slow-down international trade actions. Especially if one country uses another system they may interfere and have economical disadvantages. As long the DND system brings no changes to economical actions the Empire will support it.
The Greater Empire of Kenzoland is a peace loving nation, always searching for diplomatic solutions. The Empire focusses a lot on her economy, lead by the information industry. The Empire uses a digital currency and most of the economy is runned by up to date computer systems.

Can member nations monitor other nation's networks? I find this could accidentally turn into spying or lead into some sort of agenda I may not approve of.

It's prohibited to attack a non threatening nations. Why I should do a cyber attack to a friendly - or neutral - Country anyway?
If I'm jealous 'cause my neighbor has the better economy and I try to do some economic espionage that's still not prohibited: My neighbor is a threat due his stronger industry, or I suspect him because he maybe do unethical Business.
After all this resolution will not save anyone from cyberattacks. And that's why this Resolution just leads to bad over regulation.

My vote is clear: NO.

Nations are required to make reasonable efforts to secure networks against cyberattacks, so all DND would do is require your nation to make a reasonable effort to protect your nation's digital currency from theft."
