Nation showing up in Census Report of wrong region

I was just cobbling together today's market report, from the census report data, and noticed that today's Wysteria manufacturing census report shows the Zocalo as 10th in Wysteria. One of the patterns I'm noticing is the world rankings is the nations that have large jumps have recently been done little or nothing in terms of inactivity. Nations choosing economic answers to issues on the other hand are getting beaten down.
