If the issue is a repeal, then is there any reason that a previously used category can't be "deactivated", but not "deleted"? By which I mean the game code understands that a repeal of that category has this effect, even though no new resolutions can be proposed in that category...

I would guess the problem with a "bookkeeping" category, is it would technically make #1 repealable? It is the only resolution in effect that does not have a category that is available. Unlocking the category doesn't mean you'll be able to repeal Resolution #1. It'll still be unrepealable...

When we eventually clear the pool we have, which Luna says stands at 83, perhaps we could look at sending a regret TG every time we delete (as I can't imagine it'd be more than 3 or 4 times a day).

That isn't a promise or anything - just a suggestion I'll have to bring up with the team.
