Nudist Demand time in Sun

I'm kind of confused on this issue. People want the right to be nude in public but this is something I just shivering thinking about.

1. Allow public nudity

2. Nudity is mandatory

3. Nudity is not allowed except in privacy of your home.

The pervert in me wants two. But I want to pick number one or three. Any suggestions for a positive outcome?
