Everyone here knows the capital city issue.
I need to ask thou, what are the effects of option #5?

I mean, 1 and 2 are clear cut and so are 3 and 4. But #5 is a mystery.

1. Does it give me the ability to name a capital?
2. Does it shrink my government expenditures thus making my government work better?

What effect are you looking for? If it's the not getting to select a capital you're afraid of, don't worry. The issue will reappear every now and then. At least that's what keeps happening to me with the religion issue when I select the agnostic choice.

Well, everything except for unlocking the option in settings you can counter with other issues.

And now checking the issue, the woring would suggest that no, you won't get to pick a capital:
