Cash for Colons? Makes no sense to me, of course i'm not going to pay people for donating organs. I already had the topic that made organ donation compulsory. So, whats the point of Cash for Colons now? My country just freaking takes the organs, why pay?

The issues come out at random with no rhyme or reason to them.
You just get used to it after a while.

"#026: Compulsory Organ Harvesting Proposed" applies only when an individual has died. If not enough of your citizens are dying, there'll still be a shortage of organs - hence the suggested need to pay living people to donate their organs in "Cash for Colons".
