Hello, I recently refounded my nation and can't seem to choose a capital city. It just says "Unlockable: Awaiting legislation. " Can anyone tell me how to change it? Thanks.
This belongs in Issues, but I guess I can answer it here.
Once you hit the required population, 250 million citizens, you become legible for the issue to unlock it. You have to wait for that issue to come along to you. Could happen any day.
