I don't see how you can claim that this proposal 'bends the rules'. The SC has established that actions related to NationStates that happen outside of the game (such as the destruction of offsite forums, or creating & hosting NSWiki) are legitimate grounds for Security Council Commendations/Condemnations.

Its rather clear that many nations believe this isn't a legitimate cause for a commendation.

Really? Who? The voting figures suggest otherwise (For: 4,291. Against: 1,452.) and there aren't any legality problems with it. I don't like the proposal - it's badly written - but I'd rather see an improved version of it passed than none at all.

It's common knowledge that most voters don't even read this forum. If they did they would probably see why some of us take issue with the fact that in-game criminals can get away with hijacking their governments on account of "lol Founder" while other people are getting public commendations for bleedin' flags.

So citing "lol vote count" really isn't a valid argument.
Formisia is a magi-tech nation, combining magic with modern technology. The integration of these two components may lead one to mistake Formisia for a sci-fi nation instead. This is understandable, as the integration of magic lets Formisia field such things as starships, hovertanks, laser guns, etc. This magic includes Touhou-style, for the record.

As of writing this, Formisia's population numbers approximately 6 billion people. The military comprises approximately 3% of the population, with an additional 2% serving in the reserves.

Active Military
Total Size: 180 million personnel
Army/National Guard: 30 million
Airforce: 20 million
Navy: 50 million (includes marines and pilots)
Spacy: 80 million (includes marines and pilots)

I don't recall saying that it was. I was arguing Hockesin's point that the proposal 'bends the rules' and his claim that creating flags wasn't a 'legitimate cause' for commendation.

Ms. Harper is neutral with the resolution concerned, but feels that the rationale for the resolution is a bit too small for consideration.

I don't know a thing about your rules, but according to the forum moderators, no rules were bent. Also, as far as I know NationStates' interface is not outside of NationStates.

And too small it is. Flags were not the only thing I've tried to optimized in NationStates graphics, and I never bragged or cared about it.
