It's legal to try, but it won't work. A Decepticon's processors work in such a way that all data streams are analyzed and all relevant bits are sent to the consciousness.

The messages in a subliminal data stream would automatically be flagged as relevant information by the person's filtering CPU. Therefore, as far as a Decepticon is concerned, it would no longer be subliminal!

We do find those ads really annoying, thanks to the fact that we see/hear the subliminal feed just as much as the regular part.

Fortunately, we're only exposed to these when we tune to foreign channels. Decepticon advertisers know not to bother.

It is only legal for private companies if approval is granted by the AARO (Anogenese Advertising Regulation Organisation). In addition, the technique is reguarly used in government propaganda message.

Only legal form, though usually advertisements are kept to a minimum since the products are mainly aimed at foreign customers.

The Office of Fact-Checking and Logic, which regulates business and political advertising, will reject any advertisement with subliminal techniques before it is aired.

Advertising is the capitalist art of coercing people into purchasing things they do not require.
As such, it is illegal in the land of the brave.

Subliminal Advertising is considered misleading by Minoa's Advertising Standards Authority and therefore banned. However this guideline is not exhaustive as subliminal messages have been a subject of popular culture, it's just that its presence should be announced at the beginning and end of the show.

Yes, but it's effectiveness is in great dispute, typically it only works on people who would have already bought the product, and in general is too expensive in comparison to other advertisements.

Since research on subliminal advertising is inconclusive at best, it is not banned as it is not regarded as potentially harmful. It's also not used, as it's not regarded as terribly effective.

Subliminal advertising is not done very often because it has led to 7 crippling lawsuits in our nation's modern (post-20th-century) history, which in turn led to the dissolution of a major marijuana company. It is legal, but it is heavily frowned upon by professionals.

Banned, and nobody would use it anyway, as it is considered of a coward to use subliminal messages in any form instead of doing it the old fashioned way, to try to persuade people into doing what the ad wants them to do, and either fail or succeed.
