Recognizing that some nations within the region have low civil rights for its citizens.
Acknowledging this these nations must achieve a higher standard for civil rights, not to affect political freedoms as political freedoms may not exist.
Placing for that Allies of America ISAF is a democratic region and that this act will affect nations not aligned with high civil rights standards.
This Act also creates the ISAF Civil Command Authority Special Task Unit to enforce and impose harsh punishment to those nations whose civil rights are low.

Brought into existence on this day of Thursday, December 23rd MMX (2010)

I.ISAF Special Security Force will make no law to an establishment of regional/state religion, or prohibiting the free exercise of worship; or disclosing the freedom of speech, or of the press; or the right of the people to assemble, and to petition the Government for a repeal of laws.
II.A well regulated Military, being necessary to the security of a free Nation must be put forward,the right of the people to keep and bear Arms, shall be determined by the nation.
III.The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath and particularly describing the place to be searched, and the persons or things to be seized. Unless that person is deemed highly dangerous by the state.
IV.No person shall be held to answer for a capital, or otherwise crime, unless on a presentment or indictment of the ISAF Special Security Force, except in cases arising in the Army or Defense Forces, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
V.In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the ISAF Special Security Force and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense
VI.In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by ISAF Special Security Force shall be preserved, and no fact tried, shall be otherwise re-examined in any Court of the ISAF, than according to the rules of the common law.
VII.Excessive bail is not required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
VIII.Any Rights stated within the Constitution, shall not be negated.
IX.The powers not delegated to the ISAF by the Constitution, nor prohibited by it to the Nations, are reserved to the Nations respectively, or to the people.

Section 1.Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the ISAF, or any place subject to their jurisdiction.
Section 2.ISAF Special Security Force shall have power to enforce this article by appropriate legislation.

Section 1 In the event that a victim of murder(s) survives the attempt the victim may infringe on the perpetrators rights.
Section 2 If the victim has any capable family then they shall infringe the perpetrators rights.
Section 3 If no member of the victim is capable then the ISAF Special Security Force shall infringe the perpetrators rights
