Upon the nuclear attack upon this nation, the Lithatrian government has spent millions on redeveloping the sports infrastructure of this fine nation. It's completion has recently occurred, and as such, this fine nation wishes to establish the First International Cardinal's Cup. All nations are invited, in a football (soccer) tournament to involve as many teams as possible. This is predominately open to teams that have missed the World Cup Qualifying or have been eliminated. All nations have until 7 days after the finish of the World Cup Qualifying.

Scorinator:

The scorinator that shall be used is the latest NSFS (NSFS 3.0)

Structure:

8 competitors:
Two groups of 4, double round-robin. The top two placed teams shall play each other in a semi-final basis (A1 v B2, A2 v B1) then a final.

16 competitors:
Four groups of 4, double round-robin. The top two placed teams shall play in a in quarter-finals, then semi-finals, then a Final

24 competitors:
Six groups of 4, double round-robin. The four teams in 3rd or 4th place that have the most points as wildcards. They shall play a Round of 16, then Quarter's, Semi's and a Final

32 competitors:
Eight groups of 4, double round-robin. The top two placed teams shall play in a Round of 16, Quarter-Finals, Semi-Finals then a Final
