Asteroid Emergency in the Republic of Conservative Neutrals

World Alliance Security Council,

As the Potentate of the Republic of Conservative Neutrals in the region on Texas I am declaring a state emergency for the entire nation of Conservative Neutrals. Our astrophysicists here have made a discovery of an asteroid named A-250 (Apophis) that is on a direct course to impact within 500 miles of our capital city. The damage and specifications are listed below as cited from the Earth Impact Effects Program at

The average interval between impacts of this size somewhere on Earth during the last 4 billion years is 3.9 x 107years

The Earth is not strongly disturbed by the impact and loses negligible mass.
The impact does not make a noticeable change in the tilt of Earth's axis (< 5 hundreths of a degree).
The impact does not shift the Earth's orbit noticeably.

The volume of the target melted or vaporized is 428 km3 = 103 miles3

Glass windows will shatter.

Up to 90 percent of trees blown down; remainder stripped of branches and leaves.

Ladies and Gentlemen, I am proposing that we here at the World Alliance create an international space agency by the name of W.A.S.P or World Alliance Space Program to defeat this and future threats. Please think this through carefully before dismissing this cause.

MESSENGERED over from the Security Council to the General Assembly because the SC doesn't do the sort of legislation that would create an international space program.

BEACHED in the GA for ambassadors to consider it in relation to GA#63, Protection of Outer Space Act, which deals with manufactured, not naturally occurring, space debris, but

READY to transport the ambassador and his documents to the global arena fondly known as International Incidents, should he consider that he would find a more understanding and receptive audience there.

Hi, welcome to the World Assembly,

Under WA proposal rules, the Assembly has no authority to respond to individual situations except for liberating regions and condemning or commending nations, which the Security Council does, not the General Assembly. We can however provide for a resolution on responding to near-planet asteroid threats in general, but not just to resolve asteroid A-250, but all similar threats as well.

Overall, the World Assembly can provide for a resolution to respond to asteroid threats, in general.

The proposal for ensuring that near asteroid impacts could be detected and properly diverted would meet the needed requirements. I agree that the proposal should be pushed forward and voted on to enact a Near Impact Detection and Diversion Administration or N.I.D.D.A. I appreciate the time and effort put forward.

As for our great Republic is new to this great Alliance, I am uninformed as to the proper processes needed to fulfill the requirements of creating a proper proposal to be debated upon. If I could have access to ones expertise as what needs to be completed, I am most certainly willing to put forth effort to make this happen.
