[DRAFT] Space Exploration Act

The World Assembly,

ACKNOWLEDGING the rapid development of space-faring technology;

NOTING the potential dangers of various space programs attempting a “space race” for the purposes of prestige, territory acquisition, militarization, or any other reason;

REALIZING the need for a single, coordinated, well-developed scientific body to further human knowledge of space and celestial bodies;

FURTHER REALIZING the disastrous consequences that would inevitably be associated with non-WA nations using military means to eliminate defenseless WA research efforts;

HERBY ESTABLISHES the Celestial/Outer Space Monitoring Organization (COSMO) that shall:
1) Establish several Research Centers throughout the Earth and the universe in order to advance human knowledge.
2) Monitor the outer space activities of nations that are not members of the World Assembly in a peaceful manner. If those monitored nations are found to be taking actions that are deemed belligerent, or harmful to humankind, COSMO shall inform all nations of the World Assembly immediately.
3) Conduct appropriate research and exploratory missions.
4) Establish appropriate training centers.
5) Use international military forces for defensive purposes only, such as protecting research centers or trade routes.
6) Aid the World Assembly in peacefully ensuring that all past and future World Assembly Resolutions dealing with outer space are enforced.
7) Adhere to all past and future World Assembly Resolutions without failure or hesitation.

HEREBY FORBIDS the Celestial/Outer Space Monitoring Organization from:
1) Accepting any amount from any nation, organization, or individual that exceeds 10% of total funding.
2) Carrying out the specific will of any WA nation(s) that are contrary to the interests of any other WA nation(s).
3) Monitoring non-WA nations in such a way that can be considered an invasion of privacy, including the monitoring of any non-WA nation’s territory on Earth.
4) Using any military forces other than international military forces.
5) Using international military forces for any offensive purpose.
6) Establishing military bases, allowing weapons of mass destruction, or allowing military maneuvers in space or on any celestial body except Earth.
7) Inhibiting any nation’s right to explore, conduct research, or trade in space.

FURTHER FORBIDS individual member states of the World Assembly from:
1) Claiming ownership over any area of space or celestial body.
2) Attempting to use COSMO for non-peaceful goals such as military maneuvers.

ENCOURAGES nations of the World Assembly to allocate funding toward the efforts of COSMO;

and SUPPORTS the efforts of COSMO towards furthering the advancement of human knowledge regarding outer space and the universe.

Yep, illegal or not, it is certainly unnecessary. I thought I had gone through all the passed Resolutions fairly rigorously, but apparently not. Thank you for pointing that out.

By writing a fairly decent draft, and even taking the time out to look at the other resolutions, you've done much more than many other recently founded nations. Therefore, I award you this cookie.
