[CONCEPT] Tobacco Awareness and Reduction

Social Justice, Significant, and inspired by the World Health Organization Framework Convention on Tobacco Control.


OBSERVING the numerous health problems caused by smoking tobacco cigarettes or similar products, such as cancer, infant mortality, organ disease and stress; (ex. ranging form cancers to depression)

DISSATISFIED by the advertising tactics in which the tobacco industry often use to encourage smoking;

SHOCKED by the fact that smoking is an addictive habit due to the properties of nicotine, which is a core ingredient in tobacco products;

ACCEPTING that some member states may not agree to ban the sale of tobacco products or the smoking of tobacco completely;

BUT CONVINCED on balance that the health risks of smoking tobacco are far greater than the benefits of such;

Therefore:

SEEKING to raise awareness about the health risks of smoking tobacco and to discourage young people from taking up the habit;

The World Assembly:

REQUIRES member states to protect all people from exposure to passive tobacco smoke in indoor workplaces, public transport and indoor public places, either by banning smoking entirely in such places or restricting smoking to particular areas of such places;

CALLS FOR member states to protect their public health policies from interference by the commercial and other vested interests of the tobacco industry;

REQUIRES member states to ban the sale of tobacco products to minors;

RECOMMENDS member states to reduce demand for tobacco by means of taxing tobacco products or banning retail displays of tobacco products;

MANDATES that the contents and emissions of nicotine and tar in tobacco products are to be regulated by the national health agency(s) in which they are sold, and such ingredients shall be disclosed on tobacco packaging in interests of public awareness;

STRICTLY MANDATES that all tobacco advertising and packaging shall carry large health warnings which shall be clear and visible;

PROHIBITS the tobacco industry from using labels in advertising or packaging with the intention to cover up the negative health effects of smoking;

CALLS FOR member states to raise public awareness for the negative consequences of smoking and methods of quitting smoking;

FINALLY, SUGGESTS that member states may wish to restrict or ban the advertising of tobacco.


Okay, a really bare-bones concept here but this is based on what I'd like to see in regards to reducing smoking.

TODO:
  • Exceptions in case of tobacco as positive medical treatment for certain diseases.

I don't really like the idea of the WA focusing in on one drug. Reducing smoking is laudable, but can it be widened to all harmful drugs?

International Drug Education has covered it, but the way tobacco is sold would require special attention IMO.

The Republic of Quadrimmina, although we do intend to support this measure as written, would like to reiterate our belief that a more comprehensive approach to awareness about harmful effects of alcohol and tobacco and other legal substances would be more beneficial.

I have a lot of problems with this resolution especially this clause:
MANDATES that the contents and emissions of tobacco products are to be regulated by the national health agency(s) in which they are sold, and its ingredients disclosed in the interests of public awareness;


I believe that this could lead to more regulation on a number of every day product like like paper, and several different kind of leaves.

Right. We should be compelled to disclose every potential source of hazard in blazing lights to each and every person by the one-universe government. Did you know that crossing the street could result in being hit by a motor vehicle? Better put up a warning. Did you know that drinking water could cause choking? Better put a warning on every bottle and faucet. Just to be sure. Because you can never be too careful.

Tobacco should be banned in every nation world wide. Its a nasty drug, that destroys lives. It will in no shape or form be allowing in my country.

I hate certain kinds of warning labels like "WARNING: Coffee served hot" or "This product moves when used", or my favorite "Never operate your speakerphone while driving,”. However I can understand the two you mentioned and they make sense.

Of course, there are a lot of ridiculous ones. But this one is a common sense approach in my opinion, just simply too micromanaging. That's why we'd like to see it broadened to all legal but dangerous substances (prescription drugs, alcohol, tobacco products, etc.)

How about actually improving access to medical care so that a doctor can point out environmental hazards that may be worse for some people than for others? How about letting national governments determine whether putting a warning on a box is more worthy of their time than educating the public directly? Interference in national laws by the WA on this issue is unnecessary and potentially counterproductive in those nations that deal with tobacco use more effectively than this proposal does.

If anybody is in need of treatment for addiction, it is the WA - time to quit ridiculous fluff legislation cold turkey.

Or, we can simply warn people of the potential negative consequences of their actions. You forget too quickly the number of people whose national governments do not educate about the effects of alcohol and tobacco because the government is OWNED by the alcohol and tobacco industries. The WA is the advocate of the people, and of common sense international solutions to international problems, as well as problems of national government abuse.

Or we could stop wasting this Assembly's time. Do you really think that printing warnings on boxes is going to release the stranglehold you claim that tobacco companies hold on nations? At least have the courage of your convictions and push for a complete ban on tobacco use. As it stands, you want to effectively restrict people's civil liberties even when the health impact in an area is minimal. That you mention alcohol companies in your advocacy for a one-world nanny state demonstrates that you will not be content to merely "restrict" behaviors that you consider unhealthy, and that you will merrily trample on people's rights to do as they please.

And to forestall the whole "people in Krioval must really suffer for their unhealthy choices/lack of political leadership/something else ridiculous", smoking is prohibited in any place where the health of the people is at grievous risk. Some businesses have installed complex and powerful ventilation systems to meet Krioval's environmental standards, and smoking is allowed on and in those premises. We don't insist that nations suffering from far greater problems than a few cigarettes put warnings on boxes while patting ourselves on the back for our moral superiority.
