Which is better, "superb" or "excellent"?

Anyway, the title pretty much says it all. The words are synonyms in the English language but in NationStates game-terms one must be different from the other, doesn't it?

Civil Rights: Outlawed, Unheard Of, Rare, Few, Some, Below Average, Average, Good, Very Good, Excellent, Superb, World Benchmark, Excessive, Widely Abused, Frightening
Economy: Imploded, Basket Case, Fragile, Weak, Struggling, Developing, Fair, Reasonable, Good, Strong, Very Strong, Thriving, Powerhouse, All Consuming, Frightening
Political Freedoms: Outlawed, Unheard Of, Rare, Few, Some, Below Average, Average, Good, Very Good, Excellent, Superb, World Benchmark, Excessive, Widely Abused, Corrupted

Excessive, Widely Abused, Corrupted, and Frightening are not necessarily good (in terms of Civil Rights and Political Freedoms), because they're too much. World Benchmark would be the highest for those categories. For Economy, Frightening is the best, followed by All-Consuming, etc.
