Salutations!

My country has 1.9 billion people. To make a capital city, make a leader etc etc, it says Unlockable: Waiting Legislation.
What does this mean?

It means you still haven't gotten them as issues yet. Keep answering / dismissing issues, and look for issues that allow you to get those things.
