So, now that I *seem* to have some time to spare, I decided to try my hand at another character RP.

Synopsis
Motive, Capability, Opportunity. The three essential elements of a crime. The three things that must be found to solve a crime. But when the puzzle is incomplete, and pieces thrown everywhere, it would take everything to solve it.

Kingsville. The bustling royal city of the United Kingdom of Brutland and Norden, known for its quaint tidiness, laid-back lifestyle, and orderly peacefulness, is severely disturbed with a series of gruesome murders, with bodies ingloriously dumped where everyone will see them: in the Kingsville Underground. The city reels in shock and horror as police scramble to catch the perpetrator before the body count rises and the killer completes his macabre circuit around the Kingsville Underground.

Setting
The Kingsville Metro System (Nord-Brutlandese: Sistemo Metrò di Vilòstresa), is a large underground subway system serving Kingsville, the capital of the United Kingdom of Brutland and Norden. Locals call it several names: la Porterreno ("the Underground"), la Labrinto ("the Labyrinth"), and la Buncòvermo ("the Wormhole"). A well-used, well-known, and well-frequented transportation mode for the capital, it would serve as the setting for this RP.

OOC Notes
So essentially, this is about a serial killer running loose in Kingsville, with his MO being dumping bodies in the Metro. So, it is you RPers job to try to ICly find out and catch the killer (using the clues I will drop during the course of the RP). You can play a police officer, a journalist, etc., whatever you like as long as it's appropriate to the RP.

Since this is set in Brutland and Norden, and they speak Nord-Brutlandese there, let’s just assume they speak as such. I don’t require you to know it, this RP will be in English, but if you want translations of some phrases feel free to ask.

Also, while I appreciate everyone's interest, I'd like to ask some things for people who'd join:

• First is that you enjoy. That is paramount.
• Second, at least a minimum level of English skills - spelling and grammar. Now, I know that not all of us are English speakers (I am not a native English speaker), but at least we should try to make our posts readable, understandable, and sensible.
• Thirdly, I'd be limiting the number of participants, too many cooks will spoil the broth.
• And lastly, I would like to ask for your patience. I am a busy person at times (whenever RL pops up), so I may not be able to post much later on, but rest assured I'd go back to this thread. For this time it'd be fast moving, expect it to slow down later on.

Brief Bio: Adam Stearns has quite a reputation in Brutland and Norden. A career police officer, he descended from a family of law enforcement officers in Timberland, the English-speaking area of Brutland. He had a reputation of being strict and principled, and is much feared by his subordinates. However, he is quite popular in the country; he is credited with reducing Timberland City's crime rate to near zero as chief of police of the city. Consequently, when his abrasive and hamhanded manners earned him the enmity of the mayor and the city council, he had to give way. But his career picked up immediately as several cities sought "Mister Crime-Buster" to head their police departments. Kingsville, then plagued with a modest crime rate, offered him the position as Chief of Police. Stearns accepted Kingsville's offer, and within two years the capital's crime rate was reduced by three-fourths. Stearns was very popular among Kingsvillians, even more beloved than their mayor; cognizant of that fact, in 2005, the new mayor, the Social Democrat Girolamo Sartori, did not even dare remove him from the post despite his early reputation as a Popular Party hack.

He eventually grew up and had a nice family. He got a job with the Police Department. At age 27 his sister died. He mourned her death for years to come. In present day he lived a calm life. He came to Kingsville on hearing of the recent killings, having contacted the local police force requesting that he be allowed to help in the investigation.
He is tall and slender with quite long sandy blonde hair, dark eyes and broad shoulders. He always dresses smartly, in a neat suit or cliche trenchcoat and leather gloves, as well as a pair of reading glasses when necessary.

Brutland and Norden has four organizations which is analogous to a Secret Service: the Royal Pannondrian Guards (Guardii Reala Pannondriense, GRP), responsible for the monarch's physical safety; the federal Currency Protection Service (Servizie per Sprotte di Correnzo, SSC), under the Royal Nord-Brutlandese Bank, tasked to prevent and detect currency & securities fraud; and the analogous organizations External Intelligence Service (Servizie per Intelligenze Estremma, SIE) and Internal Intelligence Service (Servizie per Intelligenza Intremma, SII). They are branches of the Royal Nord-Brutlandese Military and the Royal Nord-Brutlandese Police, respectively. All four agencies are only remotely connected to the RP.

But then, you might have meant to play a Secret Service agent from your nation; in that case, s/he'd be accepted as sort of an 'exchange police officer', assigned to the Kingsville Police Department.

Accepted! At the rate we are going, we can start within a few days or so!

Well, the "police or journalist" thing is to give people some idea of possible roles, but then I'd accept other roles which is relevant to the RP. Your character will most likely be attached to the Kingsville Police Department. However, during the first few days of the killing spree, they don't realize it's a serial killer yet...

As for gun ownership laws, the ownership and use of firearms in Brutland and Norden is regulated by the individual provinces and grants (for the Union Territories). In the grant of Union Island (which includes Kingsville), guns are more strictly controlled. Each gun had to be individually licensed by local police, with a limit of ten for a resident outside Kingsville and five for a resident in Kingsville. Licenses can be granted for recreational uses, exhibition or (under certain circumstances) professional use. Recreational-use licensed guns are prohibited from being carried in public; exhibition-use licensed guns can only be shown in certain areas; and professional-use guns can be carried in public concealed. However professional-use gun permits are approved only by a case-by-case basis by the Chief of Police of the Kingsville Police Department (DPVs).

Biography
James, at the age of three, was moved from his home town of Generou, to the capital city Luisiano, where instead of polish, he learnt English and French, some of the national languages of Dimoniquid. By the age of sixteen, he was forced into military service due to a lack of discipline. As he grew up, he left the army to settle down, raising two children. After a terrorist attack, he joined the secret service due to his guerilla warfare training, and began his life teaching agents in warfare and electronic equipment, while studying for degrees in forensic science, and body language reading. After being assigned to the Foreign Relations Sector, he was immediately sent onto the Underground Killer case, being an exchange officer.

Description
As said in the 'age' sub-heading, he's younger than he looks. His face is quite natural, but think of him as... a... Chris Ryan, keeping himself fit, and mentally stable, despite the loss of his best friend during a fire fight. His social life is... well... good, keeping up and maintaining a few close friendships with old army buddies, and secret service agents. His mental status is fairly good, knowing how to handle most situations by thinking of the consequences and taking risks. He knows how to handle weapons properly, and how to detain someone whilst under pressure from authority.

Note: Can he be a bit of a dirty cop? Also, could his family have been killed by the killer?

Er, dirty cop, yes, but family murdered in a subway, no. I have to change much of the plot to accommodate a family being murdered (I have written many scenes already...). The serial killer murders individuals somewhere, then just dumps them on the subway.

Hmmm, let me see... does he have a son aged five to ten? If he does, well, that can be a victim. But you will never know when that kid will turn up dead on the subway until, well, it appears on the subway. Victims are under my control, hence no specific category for victims in the OP, to make it appear like the dead appear out of nowhere and in order to keep all the information with myself which the RPs will try to get as they ICly investigate.

Anyway, the application is almost good to go, just needs some tweaking on that part.

One other thing I forgot to ask: is it OK if my character has some form of correspondence with the serial killers he has played a part in catching, so he can get insights or ideas from them , kind of like Hannibal Lecter does in The Silence of the Lambs? They wouldn't be able to tell him anything about the specific crime (they're in jail in another country, so they wouldn't know), but can sort of give him nudges in the right direction. I understand that this could be a little tricky for a) you to work in to the plot as you've already thought most of it out and b) me to divide up ideas between my character and them. It might be easier for you to RP the Autesian serial killers, if there is space for them as a "clue dispensation" method. If this isn't possible for whatever reason then no problem
