Disk dueling is one of the most dangerous "sports" anywhere, which is precisely why it's banned. Random disks Vs. Random Disks= somebody getting hurt. Or worse, dead.
Enter Toa Kivi: "Stop that!" Both Matoran: "Huh?"
Toa Kivi: "You're under Arrest for Disk Dueling. You have three options: Ignore me and get hurt-"
Matoran 1: "That one"
Toa Kivi: "-come with me, or make me call in the Vaki"
The Vaki are robotic order enforcers made in Po-Metru. You can't use the same trick on them twice, and they do not take no for an answer.
The Matoran froze. Nobody liked dealing with the Vaki.
Both Matoran: "Uh... Number two..."
Toa Kivi: "That’s better"
Something moved through the shadows. At first glance it looked like a Vaki, but the Vaki didn't usually patrol down here. Toa Kivi pulled out a radio and started talking into it.
Toa Kivi: "Got a possible bogy in Sub-Sub-Level 10"
Guy on the radio: "Roger that... It's not a Vaki..."
Toa Kivi: "Roger."
Toa Kivi bent over and put a pair of radio trackers on the Matoran
Toa Kivi: "Get out of here. A Vaki will pick you up later."
The Matoran ran out. When a Toa told you to leave, there was a good chance a fight was going to break out. And not one it was recommended a Matoran got involved in.
Toa Kivi: "I know your there. Show yourself!"
It showed its self all right. It was a Rakshi.
The Coliseum, Metru Nui: Half an hour later.
Turga Vakama: Now, on to the next order of business...
The doors flew open and a badly hurt Toa Kivi stumbled in.
Toa Kivi: "Rakshi in The Archives!!!"
Turaga Vakama: *Sigh* "Just what we needed... How many?"
Toa Kivi: "Unknown. At least one."
Turaga Nokama: "Here we go... Those Makuta have no sense of duty..."
Turaga Nuju: *Apparently random series of clicks*
Translator: "Or Honor. And they never seem to look to the future."
Turaga Dume: "We seem to have a slight problem with numbers. It takes 6 Toa to make a Potodermis seal, all of different elements. Most of the miscellaneous elements are on the ships, waiting for when we need to go to war. If we call them down to help, somebody might take advantage of that. We simply don't have the numbers to take care of the Makuta AND Their Rakshi."
Turaga Matau: "I guess we need to call in backup then... Does the Order have any help they can offer?"
Turaga Onewa: "I don’t think they do. All their operatives are either on missions or in training."
Turaga Whenua: "And the Dark Hunters are very likely to get bribed... We do still have one choice however."
Turaga Nuju: *More clicks*
Translator: "The JSA... Well, there’s a first time for everything."
Turaga Dume: "All those in favor of sending this to the senate say 'Aye'."
Everyone Voted 'Aye'.

Regarding: Makuta.
The Makuta appear to be gearing up for a rebelion, and we need to get them out of the system. We would take care of this ourselves, but we need to keep as many Toa as possable in orbit in case of war. The Makuta are very powerfull, so be carefull
