You are automatically considered a Makaarian citizen by birth if,
A) You were born in Makaar, or
B) You are the child of two Makaarian parents, but were born abroad.
Your parents must present you to a Registry Office (located in any Makaarian hospital, embassy and consulate), where you will be issued a birth certificate or citizenship certificate (if born outside Makaar). If you were born in Makaar, your parents must register you within thirty days of your birth or they face criminal charges; however, you never lose your entitlement to citizenship, and can be compelled to present you by court order and forced to attend your registration in police custody if necessary.
If you were born abroad you must register before your 18th birthday or you lose your entitlement to citizenship.
In both of these circumstances, regardless of when you are registered, you are considered to have been a Makaarian citizen since the date and time of your birth. Thus, a person who was born abroad on 1st January 1999 and is registered on 1st December 2004 (for example) is, once registered, considered to have been a Makaarian citizen since 1st January 1999.
You are entitled to receive Makaarian citizenship if,
C) One of your parents was a Makaarian citizen at the time of your birth and you register with the Citizenship Service before you are 18, or
D) You are not Makaarian but the mother/father of your child was a Makaarian citizen at the time of your child's birth and you register with the Citizenship Service before your child turns 18 and you receive sponsorship of your citizenship application from the mother/father of your child (a blood test to prove parenthood is required), or
E) Neither you nor the mother/father of your child is a Makaarian citizen, but your child was born in Makaar and you had been normally resident in Makaar for at least 3 years before the date of your child's birth and you register with the Citizenship Service before your child turns 18, or
F) You have been normally resident in Makaar for 10 years.
If you receive Makaarian citizenship through any of these methods, you are considered to have been a Makaarian citizen since the time of your registration, unless you were born in a country where your birth did not entitle you to their citizenship, in which case you are considered to have been a Makaarian citizen since birth.
Citizens over the age of 18 can relinquish their citizenship by presenting themselves to the Department of Citizenship and Immigration. If a person who obtains citizenship by birth or by having two Makaarian parents relinquishes their citizenship, they cannot claim it back except through routes D, E and F above, in which case they are considered to have been a citizen since the time that they reclaimed their citizenship.
As head of the Civil Service, the Prime Minister may issue orders to the Citizenship Service to waive requirements for certain individuals. This is often used to reward great contributions by non-Makaarian citizens to the Makaarian state or to humanity.
