Acknowledging the need for greater cooperation and mutual responsibility in the pursuit of global security,
Recognizing that sustainable peace requires both the protection of sovereign nations and the active promotion of trust, collaboration, and development,
Resolving to build upon the principles of the Joint Nuclear Arms Agreement and to expand them with doctrines that ensure peace, defense, and mutual prosperity,
Commit ourselves to the doctrines of Mutual Defense, Mutual Armament, reinforced by the establishment of an international peacekeeping force.
Chapter 1: DOCTRINES
DOCTRINE OF MUTUAL DEFENSE
1. An attack against one signatory nation shall be considered an attack against all member states.
2. Signatories pledge to respond collectively to defend any member state under attack, with military, economic, and logistical support coordinated by the International Defense Council (IDC).
3. The IDC shall have an emergency response mechanism for rapid deployment of forces in defense of any signatory nation.
DOCTRINE OF MUTUAL ARMAMENT
1. The principles of the Joint Nuclear Arms Agreement(JN2A) are reaffirmed, requiring nations to contribute a percentage of their nuclear and conventional armaments to a central pool.
2. Contributions to the Centralized Armament Reserve (CAR) now include advanced conventional weapons, such as drones, missile systems, and naval fleets.
3. The IDC oversees CAR's maintenance, ensuring armaments are ready for deployment in defense or peacekeeping missions.
4. MDAP requires every member states to donate volunteers to the MADP Peacekeeping Forces
Chapter 2: The Tri-Articles
ARTICLE I: ESTABLISHMENT OF INTERNATIONAL DEFENSE COUNCIL
The IDC will serve as the governing body of the MADP, ensuring adherence to its doctrines and coordinating all collective actions.
The IDC is composed of representatives from all signatory nations, with an executive committee formed by the five largest contributors to the CAR, appointed on a 5-year term. (IRL 5 months)
The IDC will oversee:
1. Deployment of MPF and armaments from the CAR.
2. Coordination of collective defense strategies.
ARTICLE II: CONDITIONS FOR COLLECTIVE ACTION
The deployment of the MPF requires the authorization of:
1. Two-thirds of the International Defense Council agreement
2. Approval of Three-Fourths of the International Defense Council for liberation and peacekeeping missions
3. Approval of the Tripartite Veto Holders (Greznov, Kupirijo, New Aswal) on usage of nuclear weapons.
ARTICLE III: PEACE MEDIATION
MDAP member states(or will be referred as IDC from now on) must prioritize diplomatical resolution rather than armed aggression. Declaration of war between MDAP member states IS HIGHLY PROHIBITED. The aggressor will be expelled from MDAP and declared “ENEMY OF PEACE”.
