I don't think that it's best on residency. Take my region for example. I am the longest tenured seeing as I am the founder and governor, but I am not the most influential.

ahhh, ok so it will tank for a while then start going back up. How much does it decay?

I could be wrong, but I believe it will decay until it reaches 0 for the original region pool. I don't know the exact rate of decay, but generally it'll be a lot faster than the normal accumulation of influence. At the same time though, you will be accumulating influence in the new region, so I doubt you're ever going to fully go back to 0 influence under the census page. Something like; Region A 6000 influence -> 0 influence, Region B 0 influence -> 200 influence; not exactly values just an idea.

What will happen is that your pool of influence in "Region B" builds up faster (+2 for each endorsement per day), so that you'll reach the point where your influence starts growing again faster. You will still go down to 0 influence in the original region, but instead of just reaching, say 200 like in my previous example, you might instead reach 400, or 1200, in the same span of time. The decay will be a little bit shorter for each new endorsement you get. If you theoretically stole all of Chipoli's endorsements today, you'd be back growing in less than a week (at a rate of 1,342 influence per day in the new region).

No, the rate of decay is always going to be faster than your rate of accumulation, so in net, by jumping back and forth, you would lose more influence over all.
