[DRAFT] Restrict the Use of Generative AI

I would like to preface this by saying that of the many drafts I wrote last night because I couldn’t sleep, this is by far the one I’m most passionate about.

The World Assembly,

Seeing that many people are having their art stolen and fed into AI video, image, music, etc generators and having no control over it,

Acknowledging that AI images are predatory to both younger and older generations on social media, tricking them into scams,

Aware of the fact that social media is becoming flooded with soulless AI generated content predatorily made to take advantage of children,

Create a law that:

1. Websites that generate fully AI content must not be available for commercial use, but the technology is allowed to be researched by specific institutions to understand more about the technology. Websites that use generative AI to slightly modify images, such as making the quality higher, or removing a background detail from an image are allowed.

2. AI chatbots are not allowed to use the likeness of people without permission. Many AI chatbot websites have the likenesses of thousands of famous people without their permission, this will be regulated.

3. Not all AI is banned, only generative AI, bots to automate tasks are allowed to run.

I understand the frustrations with and dangers of generative AI, including that there are unknown unknowns, but I think that this is an overzealous response. I don't oppose some ground rules for generative AI use in principle, but I think this needs to be way more balanced.

Against, this is overresponding. I do think AI should be restricted, but all generative AI being banned is too much.

Generative AI has multiple positive uses, particularly in sciences (both theoretical and applied).

It may be better to regulate misinformation and the "dead internet theory" by cracking down on bots being used for artificial falsehoods and personages instead but I wouldn't even know where to beign with that, and I'm a computer scientist.
