[DRAFT] «Fair protection of the rights of pets.»

Texts of the resolution:
Current draft
The General Assembly recognizing the importance of protecting the rights of pets, their well-being and the safety of the society in which they live.

Defines, for the purposes of this resolution,
  1. Pet is any companion animal that a person makes in order to communicate with them and receive positive emotions.
  2. Pet owner is a person who owns a pet by right of ownership or on other legal grounds.
  3. Mandatory medical examination of a pet is an examination and any medical operations suitable for certain types of pets, and carried out by a person with a certificate or any other official document confirming that this person has the necessary medical education in the veterinary field.

Recognizing that every petomets has the right to a happy life without fear and violence.

Establishing that the owner of the pet must take care of him, keeping him in his private space, in the necessary living conditions, carrying out the necessary medical procedures with the necessary frequency, feeding the pet in the required amount and with the necessary frequency.

By making the pet owner responsible for his pet to the state and society, recommending that the pet owner take all precautions before taking the pet out into public places, ensuring the safety of the pet and society.

Recognizing that domestic animals, unlike wild animals, are under the direct responsibility of humans and interact with them at a close level, which is the reason for the increase in their rights.

Realizing that this determines the need for separate protection of the rights and welfare of pets, whose living conditions and health depend on the actions of their owners.

Prohibiting the pet's owner from directly or indirectly raping his pet, intentionally scaring, poisoning, not conducting medical examinations, starving, allowing other people to rape and harm the pet.

We call on WA Member States to toughen penalties for cruelty to pets and bringing them to a state that threatens their lives and health.

We hereby call on the WA member states to put the appropriate government agencies to monitor the observance of the rights of pets prescribed in this resolution.

You are new, so I suggest reading passed resolutions, particularly newer ones and ones related to your topic, to get a feel for how these issues are usually handled. You can keyword search proposals in the passed resolutions thread or look for titles with similar sounding topics in its first reply. You'll also want to read the OP of the proposal comprendium.

To answer your specific question: these things are usually handled by defining key terms of your proposal in the first clause following your preamble, like:
  1. Defines, for the purposes of this resolution,
    1. Hat as the article of clothing, made of soft material, made for people to wear upon their heads,
    2. Scarf as the article of clothing, made of soft material, made for people to wrap around their necks, and

Should I include in my resolution a reference to the existing resolution "Ban On Sexual Abuse Of Animals"?

I would personally include a clause that allows the WA to take away a pet from its owner if the owner does not follow these rules, because the clause doesn't give the regulating committee any power to do so. Additionally, some species, like bugs, or fish, do not require medical examinations. I don't even know if its possible to give a medical examination to a (small) fish, or a bug.

This criticism is itself not clear or specific enough, particularly for a new author.

Here's a concern of my own: why are pets placed in a special category of international concern while animals of the same species living as livestock, in enclosures, or in the wild get no protections at all?

That has been attempted before many times and is actually extremely challenging, and has failed at vote every time it's been attempted since the repeal of GA#372 "Preventing Animal Abuse". Is the scope too narrow? Possibly. But protections for all animals is not what I'd set out to accomplish in my very first proposal, at least not in any broad terms.

It still hasn't been explained why pets should have more rights than any other animal.

Realizing that this determines the need for separate protection of the rights and welfare of pets, whose living conditions and health depend on the actions of their owners.

Prohibiting the pet's owner from directly or indirectly raping his pet, intentionally scaring, poisoning, not conducting medical examinations, starving, allowing other people to rape and harm the pet.

We call on WA Member States to toughen penalties for cruelty to pets and bringing them to a state that threatens their lives and health.

We hereby call on the WA member states to put the appropriate government agencies to monitor the observance of the rights of pets prescribed in this resolution.

Your definitions are written in different ways. The definition of pet is a standalone sentence. The definition of pet owner is a separated sentence.

I find the clause about animal rape a bit... Jarring? Its like the resolution jumps hard into darker territory, but that may just be me.

The General Assembly recognizing the importance of protecting the rights of pets, their well-being and the safety of the society in which they live.

Defines, for the purposes of this resolution,
  1. Pet is any companion animal that a person makes in order to communicate with them and receive positive emotions.
  2. Pet owner is a person who owns a pet by right of ownership or on other legal grounds.
  3. Mandatory medical examination of a pet is an examination and any medical operations suitable for certain types of pets, and carried out by a person with a certificate or any other official document confirming that this person has the necessary medical education in the veterinary field.

Recognizing that every petomets has the right to a happy life without fear and violence.

Establishing that the owner of the pet must take care of him, keeping him in his private space, in the necessary living conditions, carrying out the necessary medical procedures with the necessary frequency, feeding the pet in the required amount and with the necessary frequency.

I took into account the first part of your comment and tried to make the necessary changes (softening the definitions a bit), and I also found the second point to be fair. Indeed, this may seem like a very abrupt transition to the topic of violence against pets, but it seems to me that this point also makes the resolution more emotional, so I have left it in this part of the resolution for now as it was.
