Defines, for the purposes of this resolution,
- Pet is any companion animal that a person makes in order to communicate with them and receive positive emotions.
- Pet owner is a person who owns a pet by right of ownership or on other legal grounds.
- Mandatory medical examination of a pet is an examination and any medical operations suitable for certain types of pets, and carried out by a person with a certificate or any other official document confirming that this person has the necessary medical education in the veterinary field.
Recognizing that every petomets has the right to a happy life without fear and violence.
Establishing that the owner of the pet must take care of him, keeping him in his private space, in the necessary living conditions, carrying out the necessary medical procedures with the necessary frequency, feeding the pet in the required amount and with the necessary frequency.
By making the pet owner responsible for his pet to the state and society, recommending that the pet owner take all precautions before taking the pet out into public places, ensuring the safety of the pet and society.
Recognizing that domestic animals, unlike wild animals, are under the direct responsibility of humans and interact with them at a close level, which is the reason for the increase in their rights.
Realizing that this determines the need for separate protection of the rights and welfare of pets, whose living conditions and health depend on the actions of their owners.
