Prioritize issue solutions that seem aggressive. Also, a handful of issues will result in the conscription policy. In my experience the solutions that will give you that policy are pretty easy to know. I've spent a few months avoiding those solutions, so you should be able to find them to get your defense forces up. You get issues every so often, quicker when you first start, and slowly later on (for example I get an issue every ~5 hours).
If on the other hand, you're speaking about your IC defense forces just build your country in a militaristic way and hop into some conflicts in the International Incidents forum. I don't focus much on my military so this is the best I can do to help. Good luck and welcome to the game homie!
