Acknowledging how native cultures are often seen as inferior, thus they may be wiped of the face of the Multiverse,

Believing in the equality of all beings capable of language, empathy, and governance,

The World Assembly Enacts as follows,

1. All teachings of a country's history must be taught in a non-offensive and peaceful way towards native peoples,
   
2. Nations must allow for the continued existence of native language, customs, and mannerisms,
   
3. Native customs must be allowed for practice,
   
4. , the formation of the Bureau of Cultural Protection (BCP)

Plenty of issues, first and foremost defining what an indiginous culture counts as, what rituals and knowledge are worth keeping (sapient sacrifice shouldn't be protected, for instance).

You create a bureau, but give it no responsibilities or duties.

GAR #426, Protecting Minority Languages may alleviate the need for Clause II's similar protections.

GAR #436, Protection of Free Expression includes cultural expression, and protects the ability of all individuals (including native individuals) to practice their cultural, social, or religious customs.

GAR #711, Prevention of Hate Crime provides increased penalties for violent and non-violent criminal acts rooted in bias against the victim's culture.

Seeing as the definition of indigenous peoples is in line with the idea of "the first people here", there is no need for a change in the definition.

Should the definition be moved out of the preamble? Absolutely, but it needs no further edits.

4. The establishment of a committee of native-led nations (Like Smatania) called the World Assembly Confederation of Indigenous States, which will strive to protect the cultures of these peoples.

Establishing a particular set of rules to insure the prevention of acts considered "barbaric"

The barred acts are as follows,

1. , Sapient Sacrifice and Sacrifice not deemed to a place of Cultural significance (i.e altar or sacred place)
   
2. Cannibalism or the consumption of Sapient beings.
   
3. Any acts deemed illegal by the law of the state, except any laws created before this proposal directly targeted against the native people.

All of these definitions are problematic. Your definition of indigenous captures all of a nation's inhabitants after it has been conquered and reestablished, declared independence, or had a transfer of power that has resulted in national reformation. Your definition of assimilation describes the byproduct of assimilation, not assimilation itself. Your definition of sapient doesn't include infants of sapient species, those who are nonverbal amongst a sapient species, anyone a nation deems not to have civilization, and any members of a nation whose civilization collapses under natural disaster, drought, famine, etc. that their technology cannot avert.

While I appreciate the invitation for collaboration, I respectfully decline.

The WA resolutions I cited already provide protections substantially similar to this resolution. These existing protections are sufficient to protect the individual right of any person, including native individuals, to express themselves how they see fit, free from undue state interference. We must avoid duplicative or redundant legislation.
