Can I influence what kind of issues I get?

I find environment and economy related issues interesting while I really dont care about things like interacting with foreigners or humanitarian assistance to such.
Are there methods for getting issues you find interesting?

I mean, sort of. As you answer issues, you will become (in)eligible for other issues. But you can't influence it beyond that.
