Taking the view that tests of nuclear weapons ("tests") by WA states inevitably result in detrimental health and environmental effects on the environment and inhabitants proximate to the testing location, as well as those of other WA states that share the same atmosphere or continent as the testing state, such as increased levels of air pollution, radiation, or earthquake risks;
Believing that the limited exceptions carved out for tests in the atmosphere under the target resolution (GA330, Nuclear Testing Protocol) are inadequate to prevent harm on the environment and inhabitants of WA member states;
Anxious that the target resolution merely "urges" WA states to cease tests if "it has a high probability of creating artificial radiation belts around a planetary body" and only "urges" to halt tests "in a manner which could lead to harmful damage to civilians, government personnel, or their structures via artificial seismic activity";
Confident that advances in computer simulation technology (as well as in military technologies) have rendered nuclear testing largely unnecessary and with the benefits of nuclear tests outweighed by its detrimental effects;
Looking forward to an outright ban on nuclear testing across WA states;
Hereby repeals the target resolution, "Nuclear Testing Protocol".
(If GA330 is repealed after the replacement is in place, obviously this would be edited to a version that refers to this resolution being redundant).
