Welcome to the out-of-character and sign-up thread for Tail of the Dragon! In this thread, we will be going over the background for the roleplay, its characters and its themes. As well, we will be coordinating participation from other nations who wish to join the roleplay. To begin with, this story is only open to nations of the regions of Teremara and Wishtonia unless you are expressly permitted to join by RPD Culiacan. Exceptions will be made on a case-by-case basis for this rule, so please telegram me if you have any questions about the story or are interested in participating somehow. This story involves the wider area of Madurin in Teremara, but is open to nations throughout the region and its sister region. The pace of the story will be kept deliberate to accommodate people that may want to participate but have tight schedules and cannot contribute each and every week to the roleplay. (Spoilers) In December 1974, dissident underground counterrevolutionaries Salomón and María Bailon are arrested in Carabanchel, the capital of the Democratic People’s Republic of Culiácan. The two are sent to reeducation camps where they experience mental and physical torture from the guards – both will ultimately succumb to the elements and expire in the camps. Their four-year-old son Horacio is forcibly removed from their care and becomes a ward of the state, where he bounces around the foster care system of the country, never managing to settle in any one place for too long. At 18, he is spit out into the world, a broken young man twisted by the life he has led. He is conscripted into the military where he learns how to kill with impunity. Authorities, typically wary of engendering revenge fantasies among the family of incarcerated dissidents, believe that Horacio is too young to remember much of his birth parents or their politics, and will acclimate into Culiácanan society as a good servant of the Revolution: docile, obedient, subservient to his government minders.
This assumption will prove incorrect, bloodily so.
Horacio is contacted by his paternal aunt through a chance meeting in Huitzilin, Culiácan while he is on break from military service, who educates Horacio on the nature of his parents’ arrest, torture, and eventual deaths. This knowledge, and the treatment he received as a foster care child, radicalizes the temperamental Horacio, who continues quietly in the military, honing his skills and acquiring knowledge that he will one day use to wreak havoc across Culiácan and the broader swath of Madurin and Teremara. Horacio comes to despise the world and its cruelties, believing that outside nations are just as culpable in his parents’ deaths for not intervening to stop the cruelties of the Carabanchel government. He begins to plot a revenge fantasy against the world, acquiring the skills necessary to make it happen through his rising in the ranks of the military. By the time of his discharge at 24, he is a trained killer capable of waging a one-man vendetta against the state that tormented him and his family for a generation, breaking the soul within him beyond all recognition.
Scouring the seedy underworld beneath the streets of Carabanchel, Horacio makes contact with the anarchist Fernán Olea, who quickly takes the young man under his wing, teaching him how to make illicit money beneath the noses of the government. Horacio takes to his training like a duck to water, quickly organizing his own criminal racket with he and Fernán at the helm. The two become obsessed with upending the region and bringing about a new world order and begin working to that effect. Fernán dies in an encounter with the national constabulary in April 2002 that Horacio barely escapes from. Adopting the moniker of El Dragón, Horacio consolidates his criminal enterprise and begins acquiring the resources necessary to wage his private war against Culiácan and Madurin at large. The Alcázaristas in Carabanchel begin to gain wind of El Dragón through backchannels and open an investigation into the criminal ringleader. What the government of Culiácan cannot anticipate is how much deeper Horacio is willing to go to bring his thirst for bloodlust and revenge to satiation.
El Dragón expands his criminal enterprise internationally. He comes into contact with a Hakulic virologist named Dr. Achima Ziegler who advertises her services to governments and other non-state actors for the right price. Considered a fugitive of justice by the Seclyai government in Gholgoth, Ziegler travels to Culiácan and begins working on the creation of a weaponized strain of Culiácanan Hemorrhagic Fever, also known as the Cualli Virus. With El Dragón funding her through his criminal enterprises, Ziegler manages to create a workable militarized strain of the virus, inducing a mortality rate between 25 to 50% of all who contract the disease. With this weapon in his back pocket, El Dragón begins launching small-scale probing attacks on unsuspecting international targets, blowing up bridges in Kusatsu and poisoning a group of tourists with ricin in Lothia. As the roleplay proper begins, El Dragón has launched his first attack proper on the nation he hates the most, Culiácan, detonating an improvised explosive device in the prefecture capital city of Huitzilin that kills 200 people.
Your participation in the story begins with the government of Culiácan and other international criminal organizations attempting to uncover the mystery of El Dragón, his criminal underworld and the terrorist attacks that seem to be ramping up in severity. With whispers in the back alleys that something more catastrophic is on the horizon, police and government intelligence agencies work overtime to catch El Dragón before he can unleash his master plan upon the world. Nations interested in participating could roleplay as characters of their nation’s intelligence agency seeking to help the Culiácanans unravel the mystery of El Dragón before it’s too late. You may also roleplay as members of El Dragón’s cadre, or a rival cartel looking to put him out of business for the good of their own criminal underpinnings.
