Heeding that the installation of such bases may prove restrictively burdensome on the sovereignties and autonomies of the hosts in which they are installed, where the objectives and the scope of operationalization of the base are determined by extra-territorial actors.
Mindful of the potential socioeconomic burdens that these may impose on the host communities in terms of the diversion of local resources to cater for the supporting infrastructure, security, and logistics associated with foreign-operated facilities, as evidenced by General Assembly Resolution # 607, which diverts such critical resources from essential local development initiatives and a complete lack of concern about the well-being of host region citizens.
While such bases would work towards the realization of mutual benefits, the resilience of such host regions, particularly in instances where the local governance structures become increasingly reliant on external controls, which minimize the development of robust local capacities, and their presence would result in dependencies that would undermine long-term self-sufficiency.
Concerned that the strategic placing of bases may, as a matter of fact, heighten regional tensions, particularly in cases where contiguous regions view such installations as foreign incursions, with expressed security threats serving to escalate the potential for conflict that may destabilize regional peace.
Hopeful that future agreements will give proper emphasis on strategies of development that would enhance local capacities without requiring long-term foreign presence in order to allow host regions to maintain:
i. Autonomy and sovereignty,
ii. Promotion of sustainable growth,
iii. Enter partnerships based on equity, focusing on collaboration rather than dependency.
