Since 1945, atomic weapons have been detonated and developed in tests ranging from Trinity, the first, to Castle Bravo, the cleanest, to the absolute craziness of Starfish Prime, and even the absolutely insane test of JOE 111, which saw the 50mt test of the "Tsar Bomba" as it was later known. However, this new test, known simply as "Atom Frost 1" given the non-standard naming scheme of atomic tests, would see a vastly smaller device tested underground to view the effects of a subterranean detonation against a "density populated area of significant size" as part of a newly revitalized nuclear program, given the realization that arsenals globally are simply being changed to be more destructive, precise, and efficient by design.
Thus, the Armed Republic of Gonswanza invites the international community to come bear witness to the latest gift borne of their nuclear program, with a safe distance between observers and the epicenter ensuring that no effects should be felt, beyond a mild rumble, if that.
The end goal of this is to offer a space for political debate, for idle chatter, for celebration, and a welcome invitation to see how the world has changed lately, with drinks and food being offered at the viewing party for the enjoyment of guests given the long distance traveled to arrive to the test site.
Of course, Laura Ortiz will be present, though there is no need to bring security, given that all security will be handled by Faust. Even then, there's literally nobody for miles besides researchers and the odd few members of Faust dispatched to deal with any wild animals threatening the event.

*NOTE: Aircraft would have to fly in and land at a temporary airstrip, before taxing off to a separate area away from the observation area. They will be landing on what is effectively metal netting over dirt. The alternative is taking the trans-Siberian railway and a high-capacity bus to ferry the observers and delegates over to the observation site.
