Can the mods just look at anyone's adress? Is that info they have to actively look for? Or can they just ban an IP? I've been wondering because of DOTs and people found out to have different accounts breaking the rules.

Mods have access to the IP addresses that a nation logs in using. It is one of many components that are considered when determining if multiple nations are controlled by the same player, but not one that is acted on in isolation or trusted exclusively. Bans by IP addresses are not often employed because of their risk of causing collateral damage.

For brevity, I will quote myself:

IP addresses are not permanent. They're assigned when a device connects to the internet and can be reassigned when needed. Sometimes these reassignments are very frequent and, if you access a site via smartphone at several points during an hour long car ride, you could potentially be accessing with three, six, ten IP addresses across the trip depending on how the cell towers handle your traffic. Over the course of fifteen years accessing my forums, I have had several *hundred* IP addresses, and those same addresses are now used by other people.
