This is a post-apocalyptic Kansas, divided up between rival factions, so expect different IC responses at times, depending on which faction is responding to you.
The two major power centers are in Topeka and Wichita, of course, though there are other, smaller ones. The folks in Topeka answer to the local warlord Russell Rao, and no, he's not a nice guy. There's...another faction in Wichita, I'll just say that for now. Think of it that way. They got religion, but it ain't your grandfather's religion.
