General Assembly Resolution #83 “International Road Safety” (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.

Noting that GA#83 set basic standards for some international commercial vehicles and the routes they use, but

Seeing that GA#83 is moot in light of GA#xxx "Regulating International Transport," which sets higher standards for more types of vehicle and route...

The General Assembly hereby repeals GA#83 "International Road Safety."

Smith: As you know, my terminal cancer diagnosis means that I cannot work on resolutions for much longer. I therefore intend for this to be the last resolution I ever submit, before I hand over the reins to Lydia. Your opinions are always welcome, however.
Lydia will be in charge of continuing this draft, and the draft on Regulating International Transport, should it be defeated. I do not expect many changes either way, however.

Your feedback therefore remains welcome for another week, although if the proposal fails, then I will allow Lydia to work on this.

I have a much more extensive repeal attempt, from my old nation of Stella Nera. I was worried it was lost forever, but luckily i preserved it in my factbooks.

Draft #1

Noting that GAR #83 aimed increase and improve the safety and security of international commercial road vehicles, those sharing the roads with them, and the roads themselves, as GAR #83 attempted to do this by limiting the danger and increasing safety standards of said vehicles and roads, along with those who share them

And commending its efforts to do so via international legislation

However concerned at the fact the resolution is flawed,

As in clause 1a specifically and only covers public highways, leaving any other type of road thus unaffected by the resolution;

Concerned that clause 1b seemingly randomly chose limit the definition of international commercial vehicle to those that transport 10 passengers or more, for no particular reason, and therefore not ensuring legislative protection to commercial transport vehicles carrying under that amount, which is somewhat rare but happens on a frequent enough basis to be cause for concern;

Alarmed that the International Transport Safety Committee is authorized to promulgate regulations related to the safety of international commercial road vehicles, without establishing basic principles for how it should promulgate said regulations, and confirming the previous flawed definition of international commercial road vehicle;

Further Alarmed that the International Transport Safety Committee is authorized to promulgate training and competency standards for individuals who operate or maintain international commercial road vehicles, as it also fails to set basic principles for training and compete cy standards in the resolution

Still Alarmed that the International Transport Safety Committee promulgates regulations related to the safety of roads and related infrastructure at points where roads cross international borders at which one or more member states operate customs, immigration, or other border checkpoints, IGNORING the fact that not WA member states have such customs and/or checkpoints at all international roads, even if they do so at most;

Further Still Alarmed that this resolution seems to only be interested in the matter of international roads, and leave individual member nations to decide on their own standards for domestic road safety, leaving certain likelihood of many WA member states having poor road maintenance, infrastructure, and safety which could cost the lives of innocent travelers of said roads, and hopeful that this repeal will enable a future resolution to be passed that addresses this;

Concerned that the International Transport Safety Committee is to assure that the compliance with regulations outlined in this resolution is feasible and that the cost of compliance with ITSC regulations are then justified by the benefits that come as a result, without having valid options written out in this resolution for course of action in the event compliance is non-feasible, or in the case that the cost of said compliance are not justified by the benefits of such compliance;

Further Concerned that the resolution requires owners of international commercial road vehicles to assure that their vehicles meet ITSC safety standards, without setting a minimum set of requirements for such standards in this resolution;

Again Concerned that the resolution requires individuals who operate or maintain international commercial road vehicles to meet ITSC training and competency standards, without setting the minimum set of requirements for such standards in this resolution;

And while the resolution requires owners of bridges and tunnels that cross internationally recognized borders to assure that said bridges and tunnels meet ITSC standards, fails to account for bridges and tunnels which may not be under the ownership of any particular entity;

And while the resolution requires governments that operate customs, immigration, or other border checkpoints to assure that signage, roads, gates, customs plazas, sidewalks, curbs, and streetlamps at those checkpoints meet ITSC standards, neglects to assure that signage, roads, gates, customs plazas, sidewalks, curbs, and streetlamps at crossings to designated as customs, immigration, or border checkpoints are included in this requirement;

And again highlighting that this resolution only addresses international road safety, and completely neglects domestic road safety of WA member nations, by only urging member states to assure that their domestic roads and related infrastructure meet or exceed ITSC standards, setting up certain likelihood for the negligence of the maintenance, safety, and infrastructure of these roads, increasing the potential for accidents that may result in fatalities;

And perplexed that the resolution prohibits member states from requiring international commercial road vehicles and operators from other member states to meet higher safety standards than those required by the ITSC, unless those higher safety standards also apply to domestic motor carriers, when this would increase overall road safety and lead to fewer accidents and lives lost;

Hereby repeals GAR #83

I think the new proposal coming up covers some of the problems I addressed, but some are probably still valid reasons for a repeal, which I would recommend as a lot of people might not be satisfied with such a short list of reasons.

I notice that in the upcoming proposal, you mentioned

PROHIBITS governments in member states from requiring international commercial road vehicles and operators from other member states to meet higher safety standards than those required by the ITSC, unless those higher safety standards also apply to domestic motor carriers

Why? Wouldn't higher standards be a good thing? Explain your reasoning, because you might indeed have good reasons for this. However, the way I see it, it makes no sense that a WA law would disapprove of higher standards of safety, its perplexing, actually, why this would be the case.

I feel like the above is a flaw shared in both the original GAR #83 and the new proposal
