100 Political Freedom, 0 Civil Rights

Back in 2015, I created my nation Copercia in an attempt to get maximum political freedom with minimum civil rights. I was pretty close right from the off, but it has taken over 9 years for me to finally achieve the goal of 100 political freedom and 0 civil rights. I doubt I'm the only nation to do this - I think it might have actually been possible previously from starting conditions, but I think I might be the only player who has reached this through issue answering.
I used to do stuff in TSP
Highest ranked solo player in N-Day 2, finishing 10th
Currently the holder of 7 World #1 badges

There's nothing specific, it's just being careful over the years to avoid anything which might decrease my political freedom or increase my civil rights. A lot of issues have to be dismissed for this to work.
