A civil war in a 21st century Western nation, an unthinkable occurrence, something many thought would be impossible. The infant Independent Republic of Boldonia may have only been just that, infant, but it was still a stable and thriving western democracy. Feed by American guns and money, supplied by the Pacific trade routes, and supported by the civilized world from Germany to Japan to the United States and beyond, it seemed the Independent Republic of Boldonia was invincible to this kind of crisis. Immune to conflicts and struggles that plagued Africa and the Middle East, to the political crises of South America and Asia, to the corruption of Eastern Europe, located oceans away on the opposite side of the world both literally and metaphorically the thought of a Boldonia facing a real crisis had up to now remained the imagination of fiction writers.
It came as a shock to the whole world when Eastisle was suddenly on fire and the north started convening to decide their future, but to those paying close attention to the affairs of the federal republic this was less unexpected. While on the outside Boldonia appeared as a democratic haven, where the freedoms of all were protected and opportunities were as plentiful as the lights in its skylines, covertly certain forces moved to consolidate their power. The Liberal Democrat Party had been the champion of Boldonia's democracy and liberal freedoms, and it was well supported by the people and constantly elected into power, but power corrupts and soon many politicians felt their safe seats weren't safe enough. The first target was congress, the LDP used their power through their popularity to outcompete its rivals and force either their resignation or subservience. The Libertarian Republic Party, the LDP's main opposition, soon stopped opposing as the LDP became too big to stop. Then the LDP turned its gaze towards the executive branch, limiting the president's power through constitutional trickery and loopholes, making it so that the president wouldn't be able to oppose the whims of the party he himself was supposedly a part of.
Still this covert meddling never reached into overt democratic backsliding, Boldonia's ports kept raking in profit and infrastructure continued to improve, but to this there were some less than stellar aspects. The profit of Boldonia was not obtained nor shared equally, the southern states of Boldonia, Florsid, the Boldonian Capital Territory, Eastisle South, and depending on who you asked Sicil and Centros were the clear dominant powers in the Boldonian economy and politics. With their superior population they amassed fortunes and pushed their northern neighbors out of the markets, when you thought of Boldonia you thought of the southern skyscrapers and palm trees, not the northern mountains or factories.
The northern factories fuelled the expansion and growth of the Boldonian military. In 2021 there was no Independent Republic of Boldonia Military Forces, by 2022 it had become a world superpower with the second largest carrier fleet and one of the most skilled air forces in the world courtesy of the American war machine. The Americans handed most of Boldonia's power to it on a silver platter, giving it guns and allies, but there's no denying the role Boldonian manufacturers and politicians played in the expansion of the Boldonian empire. The first victim was the People's Republic of Brasilistan, one war turned it into a “Free” Republic and when that failed a second one returned to force Brasilistan under the Boldonian sphere. Next were the islands of Micronesia, first Boldonia shared America’s role in the Compacts of Free Association and then the Treaty of Palikir secured Boldonia dominance over the Micronesian nations. Then Boldonia looked abroad, Boldonia used its allies and its trade as leverage, coercing neutral nations to stay on its good side, Iraqi oil came at a discount and the canal nations of Panama and Egypt let Boldonian ships through without putting up any fuss.
For such a stable and powerful nation like this to fall apart shocked the world. It began with the socialists in Eastisle, after months of disenfranchisement by LDP dominance the socialists of Eastisle North began to grow anxious and tired. With the LDP continuing to consolidate its power many worried that the Liberal Society Party, the more liberal alternative to the other communist and socialist parties decreed as terrorists and treasonists, would be next in the LDP's march towards political supremacy. More radical elements of the LSP began making hushed calls to fight back against the LDP's political machine, and soon the more liberal and moderate members of the party began getting sucked into these closed circles. Talks of political campaigns turned to thoughts of protests, thoughts of protests turned to thoughts of riots, thoughts of riots turned to thoughts of revolution, and thoughts of revolution turned to thoughts of a new nation altogether. The Socialist Federation of the Boldonian Islands were declared with the radicals of the LSP building up an army of loyal workers and pro-socialists, before taking Nelio in a storm of shock and confusion overwhelming the national guard and moving towards Port Fortitude and the Eastisle Naval Shipyards.
As plans were brewing in Eastisle, the problems of northern politicians began to receive some thought as well. With the federal government acting in a state of panic to protect their southern interests, northerners began to see how disinterested in northern affairs the southerners were. Finally many politicians met in Halington, a strategically located mountain city in the center of the northern states, to draft the Halington Declaration, saying that enough was enough and the north would no longer tolerate southern bias. The northerners did not seek to secede from or take over the federal government, but they do want to see it changed and after so many months of lacking it they felt they had no choice but open conflict with the south to pressure them to give in.
As the conflict began in Boldonia foreigners looked closely at the events occurring and knew that they might have to act to defend their interests in the Boldonian Islands. Boldonia's puppetmaster the United States of America ramped up its supply to the Independent Republic of Boldonia, and Boldonia's puppet the Free Republic of Brasilistan moved in support of its puppetmaster, forming an intervention force to ensure that it doesn't go limp when its puppet strings catch fire.
Now those nations outside of Boldonia's immediate sphere have to decide whether they'll intervene or not, whether they'll intervene to save the supposed democracy or attempt to push the weakened nation towards a path of their own choosing. However they know that this war will not be like any war they've fought before. Boldonia is a developed 21st century first world nation, this is not going to be a war where the civilian population and the military can easily be rolled over all the way to the capital. This is going to be a war of Interstate highways, of international airports, of cargo ports, of civilian gun owner militias, of strip malls, of fast food restaurants, and of cell phones. Combined with most combattants wishing to preserve the infrastructure of the nation they know they'll have to rebuild post war, conventional tactics won't work in Boldonia, a new approach will be necessary.

The Federal Government of the Independent Republic of Boldonia is the legitimate internationally recognized government of Boldonia. While the northern states may have temporarily withdrawn from the federal government the governments of the Boldonian Capital Territory, the State of Florsid, the State of Eastisle South, the State of Sicil, and the State of Centros still remain in support of the federal government. For more than a year the Congress of the Independent Republic of Boldonia has been seemingly working to usurp power from the executive branch and the president, but with the arrival of the conflict congress has enacted wartime legislation that effectively gives it and the military full control of the government. As the legal government of Boldonia, the Federal Government has the most foreign support with the United States of America continuing to provide them with equipment and weapon just as they have been ever since Boldonia's independence from them, and Boldonia's puppet to the north the Free Republic of Brasilistan declaring support for their puppetmaster. With their international support and control of much of the military, a federal victory seems inevitable, but much can happen between now and then, and with wartime powers much can change in the government in that timeframe.

Officially the Provisional Government of Boldonian Northern States, mostly just referred to as the northern states or the provisionals, the northern states is the main group in rebellion against the federal government. While the socialists were first, the provisionals hold the largest population and military size of any of the groups rebelling against the federal government, as well as also controlling more land area than the federal government itself. Its military force is made up of the state national guards and a few Independent Republic of Boldonia Military Forces units and ships who had loyalties to the states of the north. Unlike the socialists however the northerners don't seek a total military victory against the federal government, instead simply looking to apply pressure on the federal government to force them to concede to negotiate for northern demands. While they're not as focused on direct victories like the other factions, the provisionals represent the biggest threat to the federal government due to them being in possession of a proper air force and naval warships, including one of Boldonia's LHDs. As well the northern states possess a sizable portion of Boldonia's officer corps and leadership, including the Chairman of the Joint Chiefs of Staff Joseph Moore himself. Much of Boldonia's military infrastructure: its bases, its factories, and its stockpiles; were also located in the north and while the Federal Government still controls the majority of Boldonia's aircraft and ships as well as its soldiers, it is now unable to replace anything lost without direct support from the United States.

The Socialist Federation of the Boldonian Islands was formed in Eastisle North, the former center of Boldonian industry and manufacturing, by a coalition of left wing to far left wing revolutionaries who had felt enough was enough after disenfranchisement by the Liberal Democrat Party's dominance over Boldonian politics. While officially the Socialist Federation maintains a liberal socialist stance, much of the people who have taken up arms against it follow more radical types of socialism from Marxism to full on anarchism. The socialist forces are mostly armed civilians, with few if any trained military or police personnel. The socialists have also acquired a few general aviation aircraft from captured airfields across Eastisle North, however due to federal forces retaining total air supremacy and the socialists only having a few civilian pilots they remain grounded. Facing constant harassment and attacks from resistance groups the socialists are both outnumbered and outgunned, but their uprising has put the military into a state of confusion and with Port Fortitude taken the military's main port into Eastisle is now locked off. Even with control retained over Eastisle Air Force Base and Eastisle Naval Base, the intentional destruction of the Port Fortitude Suspension Bridge between Port Fortitude and the bases, and the lack of port infrastructure in Eastisle South, the only connection between Boldonia and Eastisle for military supplies has been limited to aircraft only.

A mostly unknown and ambiguous group operating out of Filstik, the self proclaimed “Boldonian States Confederacy” seems to have slipped under the radar of most of the major players in Boldonia during its formation, only coming to public light after their armed attacks in the Orleli area. Their leader Sherman Harding started out on social media, beginning to spread ideas that slowly and quietly spread to a few Boldonians, mostly in the rural regions. Outside of supporting Harding the members of the Boldonian States Confederacy don't seem to fall under one ideologies in particular, but it seems to mostly align with far right wing values and based off social media posts it appears that most of the supporters of this confederacy are angry at the dominance of liberalism in Boldonian politics, feeling as though they have been disenfranchised. Only an estimated 150 members are partaking in the armed attack on Orleli, with another 100 spreading out, seen rampaging through its suburbs and countryside. So far only a local police response has been mounted with much of the northern military forces focused on the southern front with the federal government, but given their small numbers it would seem that the northern government does not see them as a legitimate threat. The chaos the confederacy's uprising is causing could possibly escalate if local law enforcement is overwhelmed. Their disunified and radical ideology means that any right-wing foreign power looking to spread their ideology into Boldonia, with the capability to do so, can manipulate and shape them to their whim.
Rules and Guidelines
1. General RP Rules
No godmodding, no powergaming, keep it somewhat realistic, blah blah blah you've seen it all before and most of you will have at least one or two RPs under your belt so I shouldn't have to mention this stuff.
2. ORBAT & Tech Limits
Your nation will only be sending a limited intervention force, under no circumstances are your nation's actions to fully overshadow those of any of the Boldonian factions.
The ORBAT limit is 15000 troops, 300 armored fighting vehicles, 150 combat aircraft, 8 warships, and only one capital ship (aircraft carriers, battleships, etc.) If you are supporting either the socialists or the confederacy, I personally believe it's best to play without direct intervention, instead sending solely special forces and intelligence assets, although you are still allowed to send military forces if you wish.
In fact no matter what side you support I highly recommend, no, insist you send intelligence assets. This war is going to be more about supporting your chosen side and figuring out what's going on in Boldonia rather than directly winning battles. If you have any hope of influencing this RP in any major way, you must send some form of intelligence asset.
Absolutely no CBRN (Chemical, Biological, Radiological, and Nuclear) weapons will be permitted, under no circumstances will you be allowed to deploy these weapons during this RP.
The tech limit for all equipment in your ORBAT is 2024, and I'm going to be very strict on this. No fighter jets above 5th generation, the Independent Republic of Boldonia Military Forces only operates 4th generation aircraft so I’d say even that might be a bit overkill, my advice is 4th gen and 4.5th gen fighters but 5th generation fighters will also be accepted. As well if any piece of equipment, be it small arms, ships, tanks, or whatever is “next-generation” or something of the sort don't bring it. Rule of thumb is, anything that isn't already adopted on a mass scale by the United States Military, or other militaries of similar technological level, is forbidden. You all know how the Boldonian military is, stuck in the 2000s, so let's keep this somewhat fair on the Boldonians you'll be slaughtering.
RP actions in Boldonia are only allowed to take place on October 5 (ICly), one week after the beginning of the conflict, and after. No RP posts except for mine are to be set before then. You may comment on events in your own nation happening before the 5th, but your nation is to not actually do anything in Boldonia until the 5th.
Also keep in mind the time to mobilize and move these forces to Boldonia. At minimum your ORBAT forces will not be allowed to be in the area of the Boldonian Islands until 4 RP days have passed to simulate transport time and allow for political events and discussions with the factions you chose to support to take place, such as meeting with faction leaders and formulating plans. Military commanders can be sent ahead of time to meet with the commanders of your chosen faction, as well as intelligent assets, but if you're supporting the socialists or the confederacy this would be a risky move considering the blockade.
3. Roleplay Scripting
This roleplay will have a scripted ending, a southern federalist victory. That's not to say that your actions will not influence Boldonia, but they will influence Boldonia in the context of a southern victory. How exactly the federalists win is still up to player actions, it could be a result more favorable to the socialists, or the provisionals, or whatever, but federalists will win.
If player actions cause the northern provisionals to gain an advantage where their victory would be inevitable, the southerners and the northerners will begin peace discussions early and the north will be reintegrated into the federal government. In this scenario the peace deal may be more lopsided towards northern interests rather than southern ones.
If player actions cause the socialists or the confederacy to gain an advantage where their victory would be inevitable, the United States of America will directly intervene on the side of the federal government, and as an NPC nation they will not be limited to the ORBAT cap so they can not be repelled or defeated.
If player actions cause the socialists or the confederacy to have an inevitable victory over the northern provisionals, if they still exist, the south and the north will combine forces to repel them. If northern reintegration is not worked out by the time the socialists or confederacy are repelled, then the north and the south will return to fighting each other.
The “Zone of Death” on the map is also an OOC limitation. If any faction other than the southern federalists manage to capture and hold territory in the zone for more than 5 RP days, the United States of America and/or the Free Republic of Brasilistan will intervene and repel the invasion, with this counterattack not being able to be repelled. This is simply to ensure that the war doesn't end too early, and even then successful attacks within the zone of death will do much to support your chosen faction. The zone will not be properly introduced until the RP begins, as its discovery and the reactions of the factions to it will be a major event in the RP.
I do have a general plan in my head for how this RP is going to go, so I apologize if I'm a bit heavy handed into pushing certain events to go a certain way, but there are a few key events I want to happen before the end of the RP as quite obviously this is going to impact my lore afterwards.
4. NPC Nations
NPC nations (non-Boldonian nations controlled by me such as the United States or Brasilistan) are not subject to the same rules as you. You may not directly attack the territory of NPC nations, and save for Brasilistan you may not directly attack any forces from an NPC nation unless they attack you, like in one of the scenarios mentioned in the scripting section. Since Boldonia has multiple allies, partners, and influenced states across the globe which may play a role in the conflict, your nation will not be allowed to “replace” any IRL nation and we'll just pretend both your nation and real life nations exist simultaneously so there aren't any problems.
All Boldonian factions will not function like a player nation, and while technically NPC actors they do not count for any of these rules or player limitations. Think of them more as the subject of the RP rather than as participants to it.
5. Characters
As mentioned in rule 2, intelligence assets are going to be a major part of this RP, as such you're going to need at least an agent or two. A separate character sign up will be available for those who wish to have a proper character (which is highly recommended). You do not have to make a character application for every single character you mention (and please don't to avoid clutter), only the ORBAT leader and main agents which will directly be on Boldonian soil. Place character applications after your nation application and in the same post. Notice I said “applications”, fill out as many as you need.
Also note that your characters won't be invincible, especially as we near the end of the RP. Now of course I'm not going to kill them off in the first week or two, but once the war starts to wrap up if you want your characters to live I suggest watching your back.
6. Details of Boldonia
Since this is taking place in my main nation, something I have poured my heart and soul into, I'm going to be heavily restrictive on you just making up stuff. If you need to know mountains, cities, towns, highways, geography, restaurants, people, whatever it is do not make it up, ask here in the OOC thread. Also do not use telegrams please, I don't want my inbox cluttered up.
7. RP Activity
I understand that some of you might have busy lives IRL, but to those of us that aren't as busy waiting for one or two people to post before OP responds can get very annoying. Therefore I'm going to make it very clear, I am only willing to wait 14 days since my last post on the thread for everyone to make their post. If you don't think you can get your post out before then either let me know and suggest how I could move things along with your characters without your direct input or shorten your post length. If you can't do any of these things, consider looking for a different RP or simply making comments about the Boldonian Civil War on the I&II thread. I will not force everyone else to wait just for you, I don't want people to lose interest in this RP or forget about it.
