High up in the Mountains near Deonec, where the wind seemed to chill you and warm you dually, a large chalet resides. Upon getting past Security and the subsequent ID check, a large hall welcomes visitors. A crackling fire guards a Mahogany podium, marked with the emblem of the MCP and a Pewter plaque. Around it lies a Spruce table, featuring dozens of chairs sat around it, each one marked with a Copper plaque reading names of various member states, in addition to various drawers and a Laptop - well, nothing really can stop modernity. Towards the left wall, two sets of desks around a hexagonal table lie for Observers. A crimson carpet lies underneath the Member Delegate Table, once again bearing the Pacts logo and Motto. A small microphone was set into the podium, presumably to ensure the hearing of the Cheif Speaker's voice over the howling winds surrounding the room.
Going down separate corridors you would find a detention facility, various laboratories and studies - for Advisors - a medium-sized Dining hall, and a grey Security Hub room adorned with various CCTV relays and Alarm Switches. With security being paramount for the assembly.
The Cooperate Charter
Mutual Cooperation Pact has a series of four core articles which set up its stance on policy and its core mission.
Article One: Core Goals
The core goals of the Mutual Cooperation Pact is simple. To guarantee the economic and societal prosperity of member sates. This being achieved through cooperation between members. This will be achieved through Diplomatic Conferences, Military Cooperation and Economic deals. Making the alliance close nit and focused on its goals. While avoiding the trap of militarisation.
Article Two: Cooperation First
The main focus of the Mutual Cooperation Pact is to ensure member nations cooperate with each other, Economically, Politically and Militarily. Each aspect is expanded on below.
- Military Cooperation:
In order to ensure the security of member states and there continued sovereignty. The Mutual Cooperation Pact will aid member states in time of crisis and conflict. This can be through Humanitarian, finical or material aid. With the use of military force being authorised if the member state is in a defensive war. If its offensive the nation can bring it to a vote in the assembly. - Economic Cooperation:
Members of the Mutual Cooperation pact are encouraged to complete inter alliance trade. Alongside this all forms of trade whether they be air, sea or ground will be protected by the alliance. With reduced tariffs on alliance member goods and free travel permits across member states when it relates to trade. - Political Cooperation:
Polices decided by voting in the assembly, effect Economic and Environmental aspects of member states.
Article Three: No First Strike
The Mutual Cooperation Pact and its focus on Economic and Societal prosperity over open conflict. Will avoid being the first to attack another nation or alliance. With member states being free to interfere in other nations conflicts, the alliance it self will not. This will only be bypassed if a vote is brought to the assembly, and the Members of the Mutual Cooperation Pact agree intervention is necessary of beneficial to the alliance.
Article Four: Assurance of Sovereignty
Seeing all member states as Sovereign nation, they have the freedom to leave the Mutual Cooperation pact with no penalty. Alongside not implement a policy relating to there own economy, society or military. The only laws and policy a member state will be forced to follow are those in its core Charter and policies if rejected which could threaten the alliance and therefore its members as a whole.
Article Five: No One Enemy
In order to avoid falling into the pitfalls that face many alliance formed against one dominating enemy (Democracies, Authorthanism ect) the Mutual Cooperation Pact will avoid antagonizing fellow Global powers and alliances. This is in order to ensure the best conditions for economic and socialaital prosperity. Without citizens and the economy dealing with the hardships of war.
