We, the sovereign nations of the Illion League, united in our commitment to mutual defense, security, and cooperation, establish this Charter to affirm our collective resolve to promote peace, stability, and prosperity in our region and beyond.
Article I: Objectives
1. The Illion League is formed to enhance the security and defense capabilities of its member states against external threats, aggression, and coercion.
2. To foster cooperation among member states in the areas of military training, intelligence sharing, joint exercises, and technology development.
3. To promote regional stability, conflict resolution, and peacekeeping efforts through diplomatic means and collective action.
4. To uphold the principles of sovereignty, territorial integrity, and non-interference in the internal affairs of member states.
Article II: Membership
1. Membership in the Illion League is open to sovereign nations that share the values and objectives outlined in this Charter.
2. Admission to the Illion League requires approval from the Daeva
3. Any member state may voluntarily withdraw from the Illion League by providing written notice to the League's Secretariat.
4. All applicants shall be treated as equals and judged solely based on their accordance with the charter
Article III: Governance
1. The Illion League shall be governed by a Council composed of representatives from each member state.
2. Decisions of the Council shall be made by consensus, and each member state shall have one vote.
3. The Council shall establish subsidiary bodies, such as committees and working groups, to facilitate cooperation and coordination among member states.
4. A Secretariat shall be established to support the administrative functions of the Illion League and implement decisions of the Council.
5. The alliance shall be led by a Secretary-General, serving a term of 5 years. They are electes through a majority vote among representatives.
Article IV: Collective Defense
1. An attack against one member state shall be considered an attack against all member states.
2. Member states shall consult and, if necessary, take collective action in accordance with the provisions of this Charter to respond to aggression or threats to the security of any member state.
3. Collective defense measures may include diplomatic efforts, economic sanctions, and, if deemed necessary, the use of military force.
Article V: Amendments
1. Amendments to this Charter may be proposed by any member state and shall require unanimous approval from the Council.
2. Amendments shall enter into force upon ratification by all member states in accordance with their respective constitutional processes.
Article VI: Ratification and Entry into Force
1. This Charter shall be ratified by the founding member states and shall enter into force upon ratification by a majority of such states.
2. Subsequent accessions to this Charter shall be made in accordance with Article II.
Article VII: Termination
1. The Illion League may be dissolved by unanimous decision of the member states.
2. Upon dissolution, the assets of the Illion League shall be distributed among the member states in proportion to their contributions.
Article VII: Expulsion of members
1. If a member of the League infringes the charter or a passed resolution, other member states have the right to request the expulsion of the guilty nation.
2. A vote shall be held among member states regarding, and the expulsion shall be decided upon by a majority vote.
3. The secretary-general of the alliance must approve the expulsion and has the final say over this matter.
